The EPA has been instructed to stop treating people who fix their own cars like criminals. The agency has to clarify what emissions repairs are actually legal within 30 days, reduce reliance on California's CARB certification process, and deprioritize enforcement against anyone who "in good faith" tries to repair their vehicle to its original configuration.

It's not a binding law and the definition of "good faith" could mean everything or nothing depending on how EPA Administrator Lee Zeldin interprets it, but for the aftermarket industry that's been lobbying for clarity like this for years, it's the closest thing to a win they've gotten out of Washington in a long time.
