Pinal Partnership and Attesa are very encouraged by meaningful progress at the state level as Arizona continues to confront its long-term water challenges.

On April 13, 2026, Governor Katie Hobbs signed 32 bills into law before announcing a temporary moratorium on further bill signings amid an ongoing budget impasse. Notably, three of those enacted measures directly address water—an issue that remains foundational to the future of Pinal County and the state as a whole.

Among the water-related legislation signed were HB 2029, which enhances transparency and accountability for water conservation grant funding; HB 2098, a critical measure enabling the creation of county water augmentation authorities with bonding capabilities; and HB 2117, which supports the Natural Resource Conservation Board and its associated funding mechanisms. Together, these bills represent a coordinated effort to provide both oversight and innovation in how Arizona manages and expands its water resources.

Attesa especially recognizes the significance of HB 2098. This legislation provides counties with a powerful, locally driven tool to finance and implement water augmentation projects—an essential step toward securing reliable, long-term water supplies. With the ability to issue bonds tied to augmentation efforts, counties like Pinal can take proactive control of their water future, supporting continued economic growth, housing development, and overall sustainability.

“Water security is foundational to Arizona’s future, and especially to fast-growing regions like Pinal County,” said Pinal Partnership President and CEO Craig McFarland. “We are grateful to Governor Hobbs and the Legislature for their leadership in advancing a practical, forward-looking solution that empowers counties to take action and invest in their water future.”

The passage of HB 2098 reflects strong collaboration among state leaders, local governments, and key stakeholders, all working toward flexible and innovative solutions to Arizona’s water challenges. Pinal Partnership also extends its appreciation to legislative champions, including Senator TJ Shope and Representative Gail Griffin, for their leadership and commitment in guiding the bill to bipartisan approval.

Great news for Casa Grande, Pinal County, and Attesa! Thanks to the state's new Alternative Designation of Assured Water Supply, approved in 2024, Arizona Water Company -- our provider -- is now designated as having enough water for over 80,000 new homes.

The last water certificate issued in the state’s Pinal Active Management was 15 years ago, right before Attesa filed for Multi-Purpose Community Master Plan (MPCMP) zoning. Approved in 2019, Attesa's plan for residential, industrial, entertainment districts was put on hold. It now appears that hold is about to be lifted!

Attesa attended the Pinal County Partnership breakfast meeting on Friday, Feb. 6, where regional leaders gathered for the “2026 Pinal County Industry and Legislative Update.” Moderated by P*P President and past City of Casa Grande Mayor Craig McFarland, the panel provided insight into the economic, regulatory, and infrastructure issues expected to shape Pinal County in the coming year.

The discussion centered on three critical areas: water resources, energy, and industry, with an emphasis on how upcoming legislative actions could affect growth and development.

Joe Grossman of EPCOR addressed water resources, a topic of heightened concern as federal officials confirmed continued Colorado River water allocation cuts for a fifth consecutive year. Ongoing drought conditions have significantly reduced Lake Mead, resulting in renewed reductions of 18% for Arizona and 7% for Nevada—an issue with direct implications for Pinal County’s future planning and sustainability.

Energy and industry perspectives were provided by Michael Cruz of Lucid Motors and Jason Baran of SRP, who discussed power generation, infrastructure needs, and the balance between economic expansion and resource constraints. Legislative considerations were outlined by Cole Libera of Rose Law Group, highlighting policy trends and regulatory developments expected in 2026.

The event brought together business, government, and community leaders, reinforcing the importance of collaboration as Pinal County navigates a complex and evolving economic and regulatory landscape.

Sunlit, a Taiwan-based chemical supplier, has acquired roughly 40 acres in Casa Grande to develop a new manufacturing facility, underscoring why Pinal County continues to rank among the fastest-growing counties in America.

The land, purchased for just over $9.2 million in late December, is located along South Ethington Road near the Maricopa–Casa Grande Highway.

The company plans to build a hydrofluoric acid production plant that will support major semiconductor operations in the Phoenix metro area, including TSMC and Intel. Sunlit already operates a Deer Valley facility that opened in 2024, and selected Casa Grande for its expansion due to the area’s strong industrial fundamentals, transportation infrastructure, and competitive land costs.

Access to rail has been a major driver. The site sits along Union Pacific’s main line and near the recently expanded Casa Grande Yard, providing efficient inbound and outbound transport of raw materials and finished products.

Sunlit is not alone. Casa Grande has recently attracted several global manufacturers, including Brazil-based Chlorum, which plans a $70 million chlor-alkali plant, and KPCC Advanced Chemicals, which has begun construction on a $500 million campus at Sonoran Valley Industrial Park. Chang Chun Arizona is also advancing a $300 million electronic-grade chemical facility.

Together, these investments highlight why Pinal County’s growth is accelerating — strategic location, infrastructure, and industry-ready land continue to draw global manufacturers.
