Poor quality filters or the "cheapest" ones you can get, are never a good idea.

Shown here are the fuel filters from a truck we just serviced. Note you can even see that this horizontal filter didn't blead the fuel system properly either, meaning only half the filter was used.

Also see how the dirty cheap filter is missing the extra factory style outer filter membrane that better filters have?
