amendment of Regulation 250 of the National Road Traffic Regulations, which previously prescribed that no person could be carried in the goods compartment of a vehicle for a reward, changed to state that no schoolchildren may be carried in the goods compartment of a vehicle for reward.

Regulation 250 now states, “No person shall convey any other person in the goods compartment of a motor vehicle for reward. Provided that the provisions of this sub-regulation shall not apply in respect of a vehicle which complies with the provisions of the National Land Transportation Act.”

Justice Project South Africa explained, “This insertion has actually ‘legalised’ the transportation of any and all other persons in the goods compartment of a motor vehicle for reward, provided that the transport operator applies to and pays the Department of Transport for a permit to do so.”

This does not exclude schoolchildren nor does it explain the maximum number of persons allowed in the vehicle.

The 293 Regulation amendment introduced a vehicle class speed limit of 100km per hour for goods vehicles with a GVM/GCM of more than 3 500kg but less than 9 000kg; this came into immediate effect on 11 November last year.

These draft amendments will apparently again be published for public comment before they are promulgated:

Drivers will have to undergo a practical re-evaluation when renewing a licence.
A complete review and revamp of the current K53 test.
Speed limits to be reduced from 60km per hour to 40km per hour in urban areas; from 100km to 80km per hour in rural areas; and from 120 to 100km per hour on freeways running through a residential area.
Goods vehicles above 9 000kg GVM to be banned from public roads during peak travelling times.

Keep left, buckle up and think in kilometres

'Keep left, pass right' is the general rule of driving in South Africa. This also applies to highway (freeway) driving. Cars in South Africa are right-hand drive vehicles, with the gear shift operated with the left hand. Distances, speed limits (therefore vehicle speedometers) are measured in kilometres, and fuel gauges in litres, so be aware of this when travelling long distances to avoid running out of fuel. The car, the rental company will pay the fine, passing on the charge to your account, with an admin fee

Driver’s Licence

Once you have passed your learner’s test, you can immediately book your test to obtain a full driver’s licence. The driver’s test is marked on a points system. If you are successful, you are issued with a temporary driving licence, which is replaced by a permanent driving licence within six months.

A word of advice from the AA: Choosing the correct driving instructor to assist you in preparing for the test is vital. Do your homework and get references before selecting an instructor. It is important to note that all driving schools and instructors must be registered and approved and must hold a driving instructor's or driving school certificate.

Vehicle Licence

It is compulsory for all vehicles to be licensed in order to operate on public roads in South Africa. To get a vehicle licence, you must complete an application form, pay the licence fee and present your ID at a registered authority.

Important information about a vehicle licence:

You must register and license your motor vehicle within 21 days after a change of ownership. If you do not register it, you will have to pay arrears and penalties. The vehicle must pass a roadworthy test – a roadworthy certificate (COR) will be issued which is currently valid for six months.

A word of advice from the AA: It is best to do the roadworthy inspection first and submit the change of ownership documentation together with the COR when registering and licensing the vehicle in your name.

The 21-day period however remains in force.

Your licence disc must be displayed on the front windshield of the vehicle at all times.You need to renew your vehicle licence every year before it expires. You get a 21-day grace period to renew the expired licence. You must renew your vehicle licence at the relevant registering authority in the area in which you live or at a selected post office near you.If you fail to renew your vehicle licence, penalties will accrue.
