Bought a vehicle in another province and struggling to register it?

You’re not alone. Many people are currently being turned away at licensing departments — not because their paperwork is wrong, but because an important step hasn’t been completed yet.

According to the National Road Traffic Act and its regulations, the seller must first submit an NCO (Notification of Change of Ownership) and receive an ARN (Acknowledgement of Receipt Number) before the buyer can register the vehicle.

This means that if you bought a vehicle in Cape Town and you’re trying to register it in Johannesburg, the process cannot move forward until the seller has completed their part. Without that ARN, the system will simply not allow registration.
