Occasionally we get IEPA & WEPA emission failures for no communication with the OBD system. And many cases we have found the issue to be the connector. In this case although labor intensive we had to work underneath the dash and replace the OBD connector. Even though this one communicated with a scanner it would not communicate with the state. A new connector fixed the problem

This bums me out. The emission station is closed because of election day? Can't they let employees go home a little early to vote? Or let them come in a little late in the morning and overlap the shifts a little bit? I know, I know, the state gets holidays for everything. They have a regular portfolio of days they don't have to work and get paid for but I'm working, and I've got customers cars to get to the emission test. Don't get me wrong I've got a lot of friends who work for the state and they're good people but these aren't even state employees these are contractors. Not one person here actually gets a paycheck from the state of Illinois.

This is getting to be a common problem now, with all the electronics and the features that are available on cars days. This car failed IEPA emissions testing because somebody had installed a drive-by-wire cruise control setup. This is an interface that goes between the original OBD2 connector and replaces the DLC under the dash. Unfortunately, the device caused the customer's car to fail the Illinois EPA emissions for no communication. A little bit of snooping under the dash and I found it. Removal of the device and reinstallation of the original OBD DLC connector allowed the vehicle to communicate again. The car passed the emission test. The customer asked me to just leave it out.

Occasionally we get vehicles in that have been to different shops and the OEM dealers that but cannot pass the emissions test because of communication. The result is almost always the same, they plugged their scanner into it, it communicates and they say there's nothing wrong with the car, they to go to a different test station. The customer went to three different IEPA test stations.

We've seen this all too many times. This is why you need to use a DSO or "scope". DLC pIn tension and communications are paramount. Scanners have a lower threshold for communication. The US EPA requires the exact voltages.

This one is fixed and passed !!
The customer is ecstatic. He told me that he should have just paid attention to the list of shops that were capable of repairing emissions problem, it's right there on the IEPA emissions fail paper print out !!
