The Dubuque Emergency Communications Center received a 911 call on Thursday, October 15, 2026, at 1:48 PM from a Dubuque visitor at the River's edge Plaza reporting a woman in the water screaming for help. The Dubuque Fire Department was dispatched to the scene within three minutes, with initial responding crews including Engine 1, Engine 5, Engine 6, Medic 1, and Battalion 1. The total of 11 firefighters responded.
Battalion 1 arrived within three minutes and reported an adult female in the main navigation channel, directly across from the plaza. Engine 1 launched Marine 1 with support from Engine 5, Medic 1, and officers from the Dubuque Police Department.
Upon reaching the victim, Marine 1 crewmember Firefighter KJ Cain entered the water in rescue gear, assisted the woman, and brought her safely aboard Marine 1. She was transported to the hospital emergency department for further evaluation, with a positive outcome anticipated.
The Dubuque Fire Department received assistance from the Dubuque Police Department and the Dubuque County Sheriff’s Office during the incident. No responder injuries were reported.
The Dubuque Fire Department extends its appreciation to the caller who promptly reported the emergency, enabling a rapid and coordinated rescue effort.
