Attention Boardwalkers – this may be one of the most important messages you received all season:
It has been brought to our attention that a transformer belonging to Avangrid (UI) was found leaking on the marina property by a DEEP Agent for the State of Connecticut.
After several meetings with UI, it has been determined that UI will have to replace the transformer which will inconvenience everyone in the entire Marina including the docks – we have mentioned a few highlights below which will affect you.
This will leave the marina without any power:
No power to your boat
No bathrooms
No security – all gates will be open
No pumps, etc.
It is the UI's position that they can do whatever they want to any customers they want and not be responsible for their actions in any way, shape or form.
The Marina will be closed for the first time in nearly 30 years on July 21st.
We have tried to negotiate a more reasonable scenario and have asked for a generator however, the UI responded that they do not provide generators.
Their final answer is in the letter below and we hope that you all read and respond to this letter.
I am sure Victor Miller from the UI (203) 448-8158 will be waiting for your phone calls and hopefully be able to answer your questions.
They have informed us that there will be between 12–20-hour shutdown of power to do the project. The work is scheduled for Wednesday, July 21, 2021 at 5PM – with a rain date of July 22nd.

Please keep in mind the office will not have power 0n 7/21, please call my cell phone in case of emergency (860) 946-9889. We have made every attempt to come to a reasonable agreement with these bullies but they have more power than DEEP, Fire Dept. Municipalities and Business Owners.

Dear Mr. Mitchell:
On June 23rd, 2021 the Connecticut Department of Energy and Environmental Protection (CT DEEP) notified United Illuminating’s Environmental Health and Safety Department that padmount transformer L597 at 955 Ferry Blvd, Stratford,
which feeds the Tuna Marina & Boardwalk, had leaked oil. Transformer mineral oil is a toxic environmental contaminant and in this situation, the hazard can be exacerbated if the oil reaches the Housatonic River. Additionally, transformers must
maintain a necessary level of oil to function properly and safely; a loss of this oil can result in a potentially catastrophic failure.
In accordance with CT DEEP regulations, UI is required to remediate an environmental hazard as soon as possible.
Furthermore, it is UI’s responsibility as a public utility company to ensure that its equipment is maintained so that UI can provide safe, reliable service to its customers, consistent with good utility practice and the rules and regulations of the Public Utilities Regulatory Authority and to replace and/or repair faulty, potentially unsafe, equipment as soon as possible. Timely outages help to maintain Environmental Health and Safety, as well as prevent unplanned outages which may take significantly longer to restore.
Pursuant to UI’s Terms and Conditions of Service, UI has established a mutually agreeable time with you for an outage to make the above repairs. Per UI Terms & Conditions Section 11, and as discussed during the meeting held on 7/12/2021 UI
will to take the outage and perform the necessary work with the following schedule and scope.
Schedule

Wednesday July 21st, 2021with a rain date of Thursday July 22nd, 2021
Starting at 5:00p.m. and lasting approximately 12 hours pending field and working conditions
Scope
De-energize TXF L597
Drain remaining TXF oil and remove TXF.
Perform Environmental cleanup to remediate the affected area, potentially requiring the displacement of the TXF
foundation.
Restore the area of work, including backfill of dirt and installation of TXF foundation.
Install new TXF and make up connections.
