Students can begin behind-the-wheel training as soon as they receive their Virginia learner’s permit and meet the required prerequisites. These include completing Driver Education (DEC-1 / pink slip) and logging at least 45 hours of supervised driving practice.

The 9-month rule applies to when the DMV issues a full driver’s license, not when training can start.

Once all requirements are completed—including the 7 behind-the-wheel sessions with a licensed driving school—students receive a Temporary License (Temporary Driver’s License) after their final lesson. This allows them to drive under certain conditions until the DMV converts it to a full license after the required 9 months.
