When you step on your brakes, your brake pads squeeze against a spinning steel rotor. The extreme friction literally shaves off microscopic layers of the pad material to slow a vehicle down. Because your front brakes do about 70% of the stopping work, your front wheels will always get dirty way faster than the rears.
