Desert Palms is open all year, but, is most heavily patronized during the Winter months when local weather provides a comfortable destination for people with Recreational Vehicles and others who want to escape the ravages of colder northern climates. rse golfing on our executive golf course, practicing golf skills on our full-sized driving range, horse-shoe pitching competitions, speeding your remote control electric car on our R/C Car Racetrack, smooth takeoff and landing areas for R/C airplanes, woodcarving under the direction of a resident Master Carver, gourd carving and painting under direction of a resident artist, exploring Federal BLM lands adjacent to Desert Palms on your All Terrain Vehicle (ATV) with other members of the Desert Palms Off-Road Club, and keeping fit with morning stretches, cardio programs; and pool aerobics; New for the 2015/2016 season is a Fitness Center with treadmill, elliptical, cycle, and general workout machines. Plenty of "Happy Hour" gatherings, special dinners and events, and game days intended to be a scaled down "Senior" equivalent of the more adventurous triathlon. Holiday gatherings and dinners, year end light parades, and active card game (Texas Holdum, pinochle, bridge, and Hand in Foot) Bingo offerings result in lots of people putting down "tap roots" at Desert Palms because of the life-long friendships they make while spending their winter vacation here. Our free lending library is housed in a large special room and generously overflows into both a second room and a long hallway. Desert Palms is a mid-sized RV Resort that has a peak population of about 300 people in January which dwindles to about 20 full time annual residents during the summer. Large enough to result in plenty of folks to play cards and games but small enough that residents easily get to know each other.

DESERT PALMS – UPDATE ON PAST SUMMER ACTIVITIES:

PICKLEBALL COURT #2: Leveled, formed, extensive rebar installed, and poured. Next action is to slop about 4+ coats of thick paint-like material over the courts and install a surrounding fence. Mesh material has been purchased to ebb the airflow in both courts and will be installed after the second court fence has been erected. Bleachers purchased and await painting before installation in Pickleball area.

RESORT BOULEVARD: Significant extension of cement to eliminate potholes with two speed mounds included to slow traffic. This was a major accomplishment for this past summer.

CANOPY AREA: Tripping hazard removed by over-pouring entire area with cement

CLUBHOUSE: Additional stage lights installed for better illumination of live entertainment. All fluorescent ceiling lights in the clubhouse replaced with new 2' x 4' LED edgelight fixtures for softer and more distributed lighting as well as longer predicted life. Lights over serving stations installed for better visibility of food service. New food service storage cabinets installed. Flashing disco type lights installed to enhance dancing and karaoke experience. Three new large screens and three integrated projectors installed to increase more seating space for movie night participants. New ceiling lights installed in hallway by rest rooms for better visibility of hardback books. Installation of a permanently installed integrated PA and music distribution system with multiple speakers in the Assembly Area for both PA and canned music distribution of sound. New shelving added to improve display of tenant exchange items in Laundry Area. Large number of supplies purchased in readiness for planned upgrade of Men’s and Women’s Rest Rooms in October/November/December. Steel support structure purchased and erected in outside area between cook-shed and Arizona Room with string lights hung for evening illumination. Local intercom purchased to facilitate communication between the office and the reception area. Restaurant type call system purchased for use by office manager to decrease numbers of people in reception area during peak times and improve virus protection for all.

FITNESS CENTER: New LED ceiling fixtures purchased but not yet installed.

HOBBY SHOP/GOURD CARVING: New table-top lights purchased to make it easier to see small workpieces.

GAMES AREA PULL THROUGHS: Two metal outdoor picnic tables purchased for positioning.

POOL: Purchased storage container for pool chemicals and PVC pool boxes for storage of swim toys

BICYCLES: Purchased about 8 tricycles and 12 bicycles to test resident interest in adult bicycle/tricycle rentals.

PERSONAL SERVICES: Plan to move the Fifth Wheel by Hobby Shop next to existing pet grooming trailer in the Canopy Area and reconfigure it for use by body massage facial massage operators. Purchased large amount of manicure operational items and associated equipment with plans to search for a manicurist. This same trailer could be used on a shared basis as a beauty salon and barber operation when operator are identified.

GOLF COURSE: Larger than normal summer rains resulted in significant growth during the summer that required almost weekly mowing. Greens required mowing twice a week to keep the growth in check.

STREETS: Forty large fiberglass flower pots were purchased that will be inverted, filled with concrete, stuffed with a 6' steel pole and used as flexible street markers. This idea of using non-permanent street markers is an attempt to reduce the number of collisions between current fixed street signs and RVs cutting corners short.

GRASS/WEEDS: Larger than normal winds in July distributed more seed throughout Desert Palms than normally experienced. Heavier rains than normal in August germinated these grass/weed seeds. The effect was so dramatic that both the DP driving range and the desert east of Wendon looked like a green meadow in early September. DP buys highly concentrated Roundup that requires our maintenance crew arriving in October to safely dilute and apply it. DP will spray sites without units and common areas, but will refrain from spraying close to tenant’s flowers/trees/plants/units. Plan on doing a little touch up spraying after returning to your site.

RESTROOM REMODEL: Will be disruptive for several months with material needed for the remodel stored in the south end of the Clubhouse Assembly Area for ready access by workers. The two existing 48" and four 36" showers will be replaced by four total 60" showers giving all users a more upscale experience. Four vanity stations will replace the current six sinks. Toilets will be replaced as needed, but toilet stalls will remain as is. More grab bars, more space to accomplish personal hygiene, and a generally new face with painted and papered walls is planned to result from our efforts. Talent to accomplish this remodel is not at DP in the summer just as most tenants are not at DP during the summer is the reason why we didn’t do this over the summer. This remodel will eliminate the damage done to showers by past over use of abrasive cleaning products.

STATE OF THE RV RESORT

PICKLEBALL: The Pickleball Court is open for play. The white 3M tape used for court lines was reputed to stick to warehouse floors and endure the heavy traffic and scraping of lift trucks , but, it is not sticking to the DP pickleball court. Removal of the tape and painting the lines is planned in the near future.

BOCCEBALL: The first court has been smoothed and a 700 pound roll of grass has been spread out. Stretching the material taught and pinning it to the ground is the current activity. Bocce balls are at Desert Palms and ready for play when the grass is affixed to the ground and sand applied to the surface of the grass to keep it from laying down flat. Sometime after the grass is fixed, bumper boards will be installed in the center 50 feet or so to facilitate banking balls off the sidewall. Immitation grass for the second court will soon be purchased and treated similarly when the first court is finished.

CRAFTS BUILDINGS: Buildings now used by quilters, beaders, and gourd carvers are planned to have stucco applied when the supplier has time in the next several months. Then they will be painted Desert Palms orange. Propane lines are being installed to feed propane heaters for these buildings.

RECENTLY ARRIVED BUILDINGS: These buildings will house the Model Railroad Layout that has been considered for several years, a Ham Radio Station, video games, and Table Tennis. It is challenging to find contractors to set the buildings up because they are all oversubscribed with work. There is not much internal work to be accomplished on these buildings, but efforts are underway to customize these structures for Desert Palms use. The buildings will not likely be fully operational until next season.

ENTRANCE PLANTER: The primary purpose of the entry planter is to prevent accidents by discouraging tenants from entering Desert Palms by way of the principal exit path. A secondary objective is to create a more pleasant environment at the Desert Palms primary entryway. Remaining efforts include spreading topsoil over both leach rock and a drain piped placed at the bottom of the planter, installing irrigation systems, configuring an electrical supply system to support planter lights, and planting a variety of attractive plants. Much of the planning and acquisition of materials for this project has been accomplished.

ATV STORAGE: Two 8' x 40' "no-trip" shipping containers have been purchased with the intent to rent them as summer storage for seasonal residents who want to leave their ATV in a reasonably secure storage facility for the summer. A four double door container is expected to house four smaller ATVs. A two large double door container is expected to house three larger ATVs. Rates will be configured to comply with the Desert Palms mantra of being a quality RV resort at a reasonable price. Jan is now accepting applications only from seasonal residents for this upcoming summer period. Non-residents will not be offered this ATV storge option.

BUILDING SIGNS: Tastefully prepared signs outside Desert Palms buildings that announce the activity inside that building are now being positioned to help newcomers become acclimated.

NEW STREET LIGHTS: Street light standard poles have been purchased and will soon be erected to replace the pipes now used to support street lights. New LED standard configuration street lights will replace the mix of lights now used.

R/C OPERATIONS BUILDIING: A new 8' x 8' shipping container style building has been delivered that is intended to replace the aluminum operations shed blown away by last summer's monsoons. A cement support structure will be poured on which the Ops Building will be placed.

DOG PARK: New brighter Solar lights have been purchased and will soon be installed to supplement the solar path lights recently mounted to provide some light for after dark dog walking.

GOLF COURSE: Greens are being watered less this year than in prior years and they seem to be responding favorably. Play on the golf course is pleasantly heavy.

FOOD SERVICE: Lots of changes to the clubhouse with new 5 foot round tables and elimination of customer handling of any food not theirs with new cafeteria style serving stations have highlighted changes in food service. Since pot lucks have been eliminated, Desert Palms staff has more responsibly for the preparation and distributing of food. This required building a new food service storage closet. Changes implemented have received positive responses, but, the learning process continues. A new 6-burner grill has been placed in service to augment the existing 6 burner grill.

SPA: La Paz County Health requires that the Desert Palms Hot Tub not be operated until Desert Palms can prove it is a commercial spa. When the hot tub was purchased, the top of that manufacturers line of spas was selected which is the same model now in the Washington DC US president's residence. It appears there will be a lot of work required to meet government checker's requirements.

GROUNDSKEEPING: Dying rosemary bushes with thick, stiff, prickly branches that prevent maintenance personnel from accessing broken drip sprinkler heads near the trunk of the bush are being replaced. The replacement bush most popular with Desert Palms is "Firestick." It is drought tolerant, cold tolerant, sun and heat tolerant, and has no prickly branches that prevent access to limbs near their roots. The end branches of Firestick become a definite red in the December/January/February time frame and it grows prolifically after it has established a good root system. Several dozen have been planted around Desert Palms with the intention that more will come.

RECYCLE: Gates are being installed in one end of the recycle bins to help recycle technicians move the 55 gallon Brute containers that can become heavy at times. Beta test of a composter will begin occurring in a few weeks. California now has a law on the books that requires composting among other things relating to recycling. Desert Palms wants to be at the forefront of any activity that helps preserve or reuse resources and it is obvious the requirement to do some composting is headed our way.

ACTIVITIES: Desert Palms is prudently coming out of last year's CV-19 sponsored lockdown on activities. Food service has changed to be more respective of a continuing need for separation of participants from each other and from the food serving operation. Desert Palms is attempting to reconfigure inside activities so they are not so populously attended. Concentration on providing interesting outside activities has been at the forefront of our thinking, planning and building program. Heavy participation in Bocce Ball is expected because it is easy for either senior or juniors to play. Construction of a second Pickleball court is being deferred to observe activity at the first Pickleball court. Piece parts for future construction of a miniature golf course are now being purchased and stored.

RENTAL RATES: Current Desert Palms management declared 15 years ago that it would raise rents to cover rising costs, but that the rise in rates would be limited to the US Government's posted yearly inflation rate. This assurance was intended to calm the fears of park model owners who do not have ready wheels under their unit that they would not experience a significant one-year price increase. This past year's inflation rate was roughly 6% so space rents for the 2022/2023 season starting July 2022 will be raised 6%. Experience with most products on the market suggests that 6% is a very conservative (low) number.

OCCUPANCY: Year-round residents who stay most of the year number about 25. Annual rentals numbered about 225 last year. All 300+ spaces are rented at our peak occupancy period near early February 2022. The best time to lobby for changing your space for next season is between early February and mid April. These increasing occupancy trends are expected to continue as Desert Palms continues to improve its offerings, benefits from the Salome Way Station to the Arizona Peace Trail about mile away, and continues to offer good quality accommodations at a reasonable and competitive rental rate.

ROADS: It is Desert Palms intent to replace the worst of its tarred roads with cement each year which should eventually eliminate the pothole problem. A large section of road by the front entry was replaced this year which eliminated a lot of potholes at a sizeable cost. Note that dust is not caused by Desert Palms roads as much as they are caused by dust from nearby farm fields. When these fields are tilled large dust clouds move over Desert Palms. When these fields are not tilled dust clouds created by commonly appearing winds move over Desert Palms carrying dust from the fields. Dust lays on both cement roads and tar and chip roads in equal amounts so it defies logic to expect repair of macadam roads to significantly appease the dust conveyance problem in Salome. Desert Palms does use a product called road patch to temporarily fill potholes which has been found to last better than commercially available tar based macadam road repair. Desert Palms plans to continue using road patch to fill occasional holes in the road until the high cost of more cement for roadways needing repair the worst can be included in the budget. Note that a special one year large assessment to repair roads is another approach to funding road repair. Massive road replacement cannot be accomplished using the current low cost rental amounts charged by Desert Palms.

Desert Palms Operating Procedure Change

Omicron is apparently highly infectious but not as deadly as other variants of CV-19. Reports indicate that Omicron infections are sweeping the US this week. Events nationally are being cancelled in the midst of year-end celebrations. The National Hockey League has deferred all games in deference to the surge in the infectious Omicron virus among both their fans and their players. Hospital admissions are surging to high levels similar to peaks experienced over the past year.

DP's objective is to operate with some semblance of normalcy while taking reasonable action to protect our tenant constituency.

Fairly significant changes have been made to the clubhouse over the past few years in recognition that protective measures to limit the spread of CV-19 virus will be an important consideration for the foreseeable future.

Major changes to DP food service operations are being implemented in addition to those physical clubhouse changes which should lessen exposure of tenants to CV-19.

No one can protect against carriers - any one of us, vaccinated or not, can be a carrier.

DP can ask that only people who have received at least two anti-viral shots, which should give them a reasonable protection for themselves, attend DP functions, including Christmas dinner and the New Years eve party. This action is in concert with existing recommendations made by both National Public Health and National political leaders. This approach is based on the conclusion that people have had ample opportunity to avail themselves of CV-19 vaccination during the past year.

Although this approach is not an absolute protective device, it is taken in the spirit of implementing reasonable additional protective measures to supplement the physical and operational changes that have been made in the past year to protect tenants from a reportedly highly infectious, fast spreading malady.

An easily identifiable person should be posted at the Saturday Dinner entrance to ask each attendee, as they enter the event, to verbally affirm they have had at least two CV-19 shots. Card checking is not the answer; rather, inquiries should be based on the "Honor System." If you say you have had at least a double shot, that affirmation will be accepted as truth.

Inflation Watch

Shown below is a chart based on Federal Government data that shows inflation trends during 2021. This information should corroborate some of what we are all already experiencing in the marketplace. The final inflation number for the year is calculated and published by the Federal Government in November. This will be the foundation for next year's Desert Palms rental rate increases, just as it has been in past years.

Basic economics validates that governments can only pay for their spending by actively taxing their constituents or passively lowering the value of the money they borrow by fostering the process of inflation. International military disturbances and supply chain interruptions such as those resulting from CV-19 restrictions have added to the complicated formula that results in the inflation now being experienced.

Desert Palms Occupancy Update

Desert Palms RV Resort is now essentially fully booked for the January/February Winter Peak Season. Cancellation of reservations for those months is occurring at a slow pace, but, will result in the availability of some sites for people who inquire at 928-859-2000 and get added to the space available waiting list. There are also a dwindling number of rental opportunities that precede the peak Season and more that succeed the peak Season that can be explored by calling 928-859-2000 to learn if your travel plans can be matched with availability during those times.

Continuous Improvement

More roadway cement has been poured near the Desert Palms main entryway and at the vehicle wash area. The new roadway cement shows as the dark areas at the 11:00 and 5:00 positions on the accompanying photo. Six inch deep reinforced cement, needed for roadways to withstand heavy loads is costly and is being done in affordable increments.

Desert Palms Occupancy Update

About 200 of the 300+ Desert Palms sites are now rented by the year with the expectation the number of yearly rentals will increase. Of the 100 or so sites that are not rented by the year, about 85 of them are currently rented for at least a couple of months for the upcoming season. The expectation is that ALL Desert Palms sites will be rented for the upcoming season by early October. Desert Palms is attempting to make sites available for both early and late season occupancy whenever that feat can be accomplished. The expected availibility of sites during the November through March time frame will result from cancellations, which will be few in number given the demand for RV sites everywhere.

Every effort will be made to accommodate our long term tenants, but, caution should be used when considering the cancellation of current reservations because of short term health or personal reasons because demand for sites might make it a difficult chore to reinstate those reservations at a later date.

Desert Palms will expand the use of Wait-Lists with the hope that Customers seeking reservations after Desert Palms is at capacity can be accommodated by filling canceled site reservations.

Recommend anyone considering cancelling a reservation for any reason call the Desert Palms office to discuss alternatives that will improve chances of future site availability. This is especially important for our loyal Canadian tenants who have been hampered by CV-19 border crossing restrictions

Desert Palms policy has been to return reservation deposits for nearly any reason. That policy is now changed to recognize that cancellation for periods less than 2 weeks are likely to affect our ability to accommodate a replacement tenant because of such short notice to them. $100 reservation deposits will be retained by Desert Palms if the cancellation is either made less than 14 days from the scheduled start date of the reservation or if a Customer is a no-show.

Bocce and Pickleball Court Construction Update

Cement for two Bocce Ball court wall structures was formed and poured this past week. Cement for these walls must first dry completely after which material will be spread inside the walls that will result in an official playing surface. A few foul lines need to be painted on the walls, but nothing as extensive as the coatings needed for shuffleboard or pickleball courts. Bocce Ball should be ready for play when the first winter season residents arrive in October. Pictures of the wall construction are shown below.

Home Depot notified us that coatings for the pickleball court have been delayed for another two weeks which extends delivery of these coatings to over a month. Thirty-plus days have passed that are needed to better assure outgassing from the cement curing process will not cause bubbles after top coatings are applied. The surface has been etched to improve adhesion of the coatings. The next step involves application of primer whose delivery has been delayed until the end of April. Then portions of the court will be masked and two applications of court coatings will be applied; one to the kitchen area and one to the rest of the playing surface. Moderate weather needed for application of the coatings will soon pass by which could extend our ability to successfully apply top coatings into the Fall.
