Governor Gavin Newsom signed Senate Bill 1392, nicknamed Leno's Law, to phase in smog-check exemptions for specific classic and collector cars built between 1976 and 1985.🗓️ Rollout TimelineJan. 1, 2028: Model years 1976 through 1980 become exempt.Jan. 1, 2029: Expands to include the 1981 model year.Jan. 1, 2030: Expands to include the 1982 model year.Jan. 1, 2031: Expands to include the 1983 model year.Jan. 1, 2032: Expands to include the 1984 model year.Jan. 1, 2033: Expands to include 1985 model year vehicles.📌 Qualification RulesOwners must meet one of the following criteria (not both):Collector Insurance: The vehicle must carry specialized collector-car insurance.Mileage Limit: The vehicle must be driven fewer than 1,000 miles per calendar year.💡 Context & Related BillsPre-1976 Status: California's existing exemption for 1975 and older model vehicles remains completely unchanged.Additional Signings: Alongside Leno's Law, Newsom also signed Assembly Bill 2541 for a specialized lowrider license plate and Senate Bill 1069 to speed up state reviews of aftermarket vehicle parts.
