I don't utilize this page anymore, but if you have any questions on transfers for vehicles in the KY state I can do my best to answer them. I'm only familiar with Kentucky, not any other state.

If you sold a car this year before you renewed the registration, you still owe the property tax portion of the renewal. It's collected in the current year and not prorated. If you sell a car before renewal the clerks office gives you 30 days after the date the cars been transfered to pay the current property taxes before a late fee is added. If you're not sure, it doesn't hurt to contact your local branch to make sure. It may delay you down the road if not taken care off if you buy another car.

If you sell your car yourself, I'd advise you meet buyer at the clerk's office to complete transfer. This can be done in their county or yours if different. If you would rather hand the buyer the title, make a copy of title front and back signed and notarized with the seller's name and address filled out. This is your bill of sale and proof you sold the vehicle. The buyer has 10 days to complete transfer. You can call or go into your clerk's office to check the update on the transfer. If they do not transfer by the 10 days, you can show the clerk's office your bill of sale and they can cancel the car's registration out of your name. Some buyers will not transfer until they have to, if the registration is good, they won't transfer until it expires. Sad but true. I've seen it several times.

If your car is a newer car but has high miles on it due to how much you drive you could get your property taxes lowered. If you aren't sure if your car qualifies you can contact your counties PVA dept and they can let you know if you qualify. Higher mileage also means lower value on you car. So, you can get your property lowered a few dollars. This fan only be adjusted once.
Also if you have significant damage to you car. This can be a factor as well. You will need to contact PVA on what they need. It's usually some non returnable pictures of the vehicle.
Any adjustment to property taxes will need a Affidavit for Correction Property Tax Form filled out. Your county clerk gas these and can help you fill one out.

Vehicle registrations are renewed by birth month. The property taxes paid at time of renewal is the current year taxes...So if you buy a car now, in December, and your birthday is in January you will be paying sales tax now...then in January will need to pay the 2022 property tax on the new car to renew registration through 2023.
Clerk's office can only go as far as next year in decal renewal...if you can't pay that in close proximity wait until January to purchase a car, and you'll only pay the sales tax and the registration be good for a whole year, through 2023. You only pay property tax if you owned the car January of current year 👍😉.
