FHWA Seeks Comment on Definition of Automobile Transporter

- The Federal Highway Administration is considering revising its definition of automobile transporters to allow more flexibility in the type of trailers used to haul vehicles.

The agency is seeking comments until Oct. 16.

At issue is the distinction between two types of equipment: a tractor-trailer rig made to carry a vehicle over the top of the tractor and a conventional tractor that is simply pulling a car-hauling trailer. One is considered an automobile transporter while the other is not and, as a result, there is confusion over how to enforce state laws limiting the size of trailers on interstate highways.

Automobile transporters are subject to length restrictions that allow a certain amount of “overhang” on trailers, but in some states operators of tractors pulling car-haul trailers have received fines and other penalties because the overhang on the trailer can exceed limits that are in place for standard 53-foot cargo trailers.

The enforcement of trailer length regulations has been especially problematic in Missouri and parts of the Pacific Northwest, but can vary widely among local jurisdictions depending on changes in personnel, said Bob Farrell, executive director of the Automobile Carriers Conference of American Trucking Associations in Arlington, Va.

M7 Auto Transport Emerges From Bankrupted Auto Strap Transport
- M7 Auto Transport has announced its grand opening. The launch came after the auto hauler acquired the assets of Auto Strap Transport, which filed for bankruptcy in late 2017.

M7 will operate under the leadership of CEO Brandon Nilles, who most recently served as the vice president of KT Auto Transport, an auto carrier headquartered near Seattle. The company is backed by Nations Equipment Finance.

“Our industry is rapidly changing, and Nations’ support allows us to invest in new systems and new opportunities for drivers and customers who care about safety, quality and on-time delivery,” Nilles said in a Jan. 8 press release.

M7 plans to continue expanding and updating its fleet of auto transporters. It also is recruiting company and owner-operator drivers.

Based in Fontana, Calif., M7 is serving manufacturing and aftermarket needs across California and the Pacific Northwest. — Transport Topics

MCSA Grants Exemption From Flag Rule for Stinger-Steered Auto Haulers
- The Federal Motor Carrier Safety Administration has granted a limited five-year exemption to relieve motor carriers operating stinger-steered automobile transporter equipment from a requirement to place warning flags on projecting loads of new motor vehicles.

Teamsters, Car Haulers Start Contract Talks

The Teamsters union and unionized car haulers start negotiations this week for a new national carhaul contract that covers almost 6,000 employees.

The National Automobile Transporters Industry Negotiating Committee exchanged contract proposals last week with the employer group, the National Automobile Transporters Labor Division.

The National Master Automobile Transporters Agreement and its supplements expire on August 31.

The last NMATA, ratified in 2011, was the first since the mid-1990s to provide wage increases in each year of the contract, according to the Journal of Commerce, which also notes that the union may be in a strong negotiating position because auto sales are booming.

The number of auto haulers represented by the NATLD has shrunk over the years and primarily represents Jack Cooper Transport and Cassens Transport. - carships
