LET'S DISPEL SOME MISINFORMATION ABOUT THE KANSAS STATE FAIR TFR (Temporary Flight Restriction)
We have been hearing all kids of theories and misinformation about the State Fair TFR. Here are some actual facts:
This is a UAS (drone) flight restriction.
The TFR was requested by law enforcement responsible for the safety of the public at the Kansas State Fair. The FAA classifies the airspace within the TFR as "National Defense Airspace." Law enforcement assets such as drones are exempt from the TFR.
It is not in effect during the entire duration of the State Fair, only the weekends.
The TFR is a mile radius (2 miles wide) and 400 ft above the ground. This area is intentionally larger than the fairgrounds. This allows law enforcement to monitor the area and be alerted to possible UAS threats BEFORE they are right over the fairgrounds.
This TFR does not affect general aircraft operations. Airplanes and helicopters are required to fly at least 1,000 feet above the ground "over any congested area of a city, town, or settlement, or over any open air assembly of persons" unless they are taking off or landing or if they have a special waiver.
This TFR was not put in place to chase away the banner towing plane. That banner plane was operating legally, although we admit it was pretty loud. (Our understanding is that the banner towing plane experienced a maintenance issue which is why it is not currently flying over the Fair.)
This is a standard national practice, and many States around the country have TFRs during some or all of their States Fairs.
We hope this helps the community understand why this flight restriction is in place.
