Its the small details that matter..most would just blow the main jets out and never pull them out. This is why I charge 1hr labor per carb. Honestly I normally have a lot more into each carb and should go up. This right here is what you have to be looking for. All four of these jets were cracked. Hairline cracks, smaller then a hair actually. This will starve the engine for fuel and throw the idle mixture way off. If you have a Honda outboard or a older Blackmax mercury I have seen it be a common issue. Why it does it ? My best guess is water in fuel and they freeze in the winter. Jet outboard maintenance. Pretty simple. Grease lower with 2-4-C every trip till the water comes out the grease hose. Replace $$$ with expensive impeller and linner every months to a year when you run one 3-4" of water regularly like I do. One of the coolest inventions in the marine industry in my book.
