🚨 CALIFORNIA AUTO GLASS SHOPS - ACT NOW!

SB 988 has passed the Legislature and is headed to Governor Gavin Newsom. The Independent Glass Association is asking the Governor to VETO SB 988.

Why?

❌ The bill risks giving insurers and third-party administrators even more leverage over independent shops and consumers.

❌ Independent businesses worked in good faith throughout the legislative process, but promised efforts to resolve our concerns did not result in meaningful protections.

❌ The added consumer-choice and anti-steering language is welcome, but it does not fix the broader problems in the bill.

The IGA supports fraud prevention, proper ADAS calibration, safety, and real consumer protections. What we do not support is giving more control to an insurance claims system that already puts independent businesses at a disadvantage.

🚨 IGA INDUSTRY ALERT: STATE FARM’S NEW 2026 AGREEMENT

Independent auto glass shops need to pay close attention to State Farm’s new Offer & Acceptance Agreement, effective September 1, 2026.

The IGA compared the new agreement to the 2025 version and found several important changes that could directly affect how shops operate, including:

🔴 Repair language changed from “consider repair” to “must provide” and complete repair when deemed appropriate.

🔴 Service Centers may now be expected to provide both installation AND repair services.

🔴 If a referred job cannot be completed, the agreement now directs the shop to notify the Program Administrator for cancellation and reassignment.

🔴 Shops must now have recalibration capabilities on-site or “readily available.”

🔴 Pre-scan, post-scan and recalibration reports must now be retained and provided to the insurer upon request, yet the agreement does not establish separate compensation to auto glass shops for performing those scans.

🔴 The agreement continues to require pre- and post-work vehicle images, even though, to IGA’s knowledge, there is currently no routine State Farm/Safelite image collection process being imposed on shops.

And while the agreement references ANSI, FMVSS and AGRSS, simply putting safety standards into a contract is not the same as independently verifying or enforcing compliance.

This is exactly why shops cannot treat these agreements as just another network form to click through.

Hi, I am Jason Ludke ([email protected]) with the IGA board of directors, and I'm writing this to tell you SB 988 has cleared Assembly Appropriations and is now headed to the California Assembly Floor. That means the bill is very close to a final Assembly vote!

💣 And unless California’s independent auto glass shops show up in massive numbers right now, this bill can pass.

The Independent Glass Association and Gary Hart have spent months working through the legislative process, submitting amendments, appearing before committees, and asking lawmakers to protect consumer choice, independent businesses, and fair competition.

Legislators themselves have raised concerns about:

⚠️ Insurer and preferred-network control
⚠️ Steering and consumer choice
⚠️ The ability of independent shops to compete
⚠️ The impact on small businesses

Senator Grayson repeatedly committed during public hearings to continue working with the opposition and independent shops.

Those issues remain unresolved, and the bill is now on the Assembly Floor.

This is widely supported by Safelite and insurance interests. Independent shops cannot expect somebody else to fight this fight for them.
