We have received a lot of questions this week and want to take a moment and provide a summary that will answer most of the questions we fielded . It is a bit long but we hope it provides information and clarity.
Overview of DOL Subagents
Washington State DOL subagents (there are 3 in Stevens County currently. Colville, Kettle Falls and Nine Mile) are private businesses appointed by the State Director of DOL to provide vehicle and vessel licensing services, such as registration renewals, title transfers, and license plate issuance. Unlike state employees, subagents are independent contractors who do not receive salaries or direct funding from the state or counties. Their compensation is derived solely from service fees charged to customers, as authorized by the Revised Code of Washington (RCW) 46.17.040.
Key Points on Subagent Operations and Fees
1. Service Fees:
• Subagents charge standardized service fees for each transaction, consistent with fees charged by county auditors and DOL offices. These fees are regulated under RCW 46.17.040 to ensure uniformity and prevent overcharging.
• Examples include fees for vehicle registration renewals, title transfers, or issuing license plates. These fees are the primary revenue source for subagents, covering operational costs such as rent, staff salaries, and utilities.
• Fees collected are distributed as follows:
• A portion is remitted daily to the state and county, ensuring counties receive their allocated share regardless of whether the transaction is processed by a subagent or a county office.
• The portion retained by subagents funds their business operations. If the same transaction were processed at a county office, this portion would be allocated to other state programs, such as the ferry system on the west side of Washington.
2. Transaction Volume:
• Subagents handle approximately 75–80% of Washington’s 11.7 million annual vehicle and vessel transactions (around 8.3 million transactions). This high volume underscores their role in reducing the burden on state and county offices.
• Their ability to generate revenue depends on transaction efficiency, customer base, and location.
3. No Direct State or County Funding:
• Subagents operate without direct remuneration from the DOL or county auditors. All business expenses are covered by the service fees they collect.
• This model benefits the state and counties by reducing the need for additional state-run offices, lowering costs for wages, infrastructure, and maintenance for local government.
4. Operational Model:
• Subagents are located to serve local communities, often offering extended hours or Saturday service to meet customer needs.
• Their success depends on efficient operations and customer satisfaction, as they bear all financial risks associated with running a private business.
Clarifying County Revenue
Utilizing a subagent does not reduce county revenue. Counties receive their designated portion of licensing fees for every transaction, whether processed by a subagent or a county office. The subagent’s retained fee does not come at the expense of county funds; instead, it represents a portion that, if processed by a county, would be redirected to state programs like the ferry system. This ensures that counties are fully compensated while subagents provide convenient, accessible services to the public.
