If you can adjust the idle mixture screws on your Rochester 2 Jet and they don't seem to make any difference, you may have a number of different problems on your hands.
1) Idle speed set too high
2) Vacuum leak
3) Block idle fuel passages
4) Overfueling
5) Underfueling
6) Incorrect gaskets
