Embarking on the journey to become a used auto dealer in Georgia involves several key steps to ensure compliance with state regulations. Here’s a comprehensive guide to help you navigate the process:
1. Attend a Pre-Licensing Seminar
Georgia mandates that all prospective used motor vehicle dealers complete a 4-hour, in-person pre-licensing seminar. This course covers essential topics such as state laws, dealership operations, and consumer protection. Upon completion, you’ll receive a Certificate of Completion, a requisite for your license application. Authorized seminars are offered by organizations like the Georgia Independent Automobile Dealers Association (GIADA). 
2. Secure a Business Location
Your dealership must operate from a permanent, enclosed building that complies with all local zoning and safety regulations. The location should have adequate space for displaying vehicles and conducting business operations. Ensure your premises meet all state requirements before proceeding.
3. Obtain a $35,000 Surety Bond
Georgia law requires used motor vehicle dealers to post and maintain a $35,000 surety bond. This bond serves as a financial guarantee, ensuring that dealers adhere to state laws and ethical business practices. It provides protection to consumers against potential misconduct by the dealer. 
4. Submit Your Dealer License Application
Complete the Used Motor Vehicle Dealer Application through the Georgia Secretary of State’s online portal. The application process includes:
• Application Fee: $170 (additional fees apply for multiple locations).
• Required Documentation: Certificate of Completion from the pre-licensing seminar, surety bond, proof of business location, and other pertinent documents.

5. Complete Fingerprinting and Background Checks
After submitting your application, you’ll need to undergo fingerprinting and a background check. Pre-register for fingerprinting through the Georgia Applicant Processing Service (GAPS) at ga.state.identogo.com/ata. Await email instructions from the Georgia Bureau of Investigation (GBI) before proceeding to your chosen fingerprinting site.
6. Register with the Georgia Department of Revenue
Dealers must register their business with the Georgia Department of Revenue (DOR) to obtain a sales tax number and dealer tags. Effective September 1, 2021, all registrations and plate renewals are processed online via the DOR’s DRIVES e-Services platform. 
7. Comply with Local Regulations
In addition to state requirements, ensure compliance with local city or county regulations. This may include obtaining a business license, adhering to signage ordinances, and meeting other municipal requirements.
