Finally!
Leno's Law is born. Governor Newsom signed SB 1392 today at Jay Leno's garage in Burbank, and the classic car community in California finally exhaled. Starting January 1, 2028, qualifying collector vehicles from the 1976–1985 model years that are insured as collector cars or driven fewer than 1,000 miles per year will be exempt from biennial smog checks.
The original SB 712 died in the Assembly Appropriations Committee in August 2025, came back narrower, and finally landed on Newsom's desk with Jay Leno personally making the case that a '79 Trans Am driven to car shows twice a year shouldn't be treated the same as a daily driver Camry.
