Storm Branch Road update…..

Representative Oremus,

I am copying Senator Young on this. You had asked me for an update on the Storm Branch Rd. bridge over Horse Creek, S-145.

We have been working toward an end-of-July completion of the new bridge, but it looks like it will be completed a few weeks later, by the end of this summer.

The majority of the road and bridge substructure items are complete. During the coming weeks, the contractor will be pouring the new bridge deck and forming the approaches, installing the final asphalt surface to the approaches and driveways, and installing pavement markings, rumble strips and signage. Some of this work is weather sensitive.

We are all very ready to see this new bridge completed and opened. As you know, we had to replace the large culvert with a much larger bridge structure and had to expand the footprint. This meant acquiring additional right of way from multiple adjoining property owners and coordinating with utility providers, including a water line relocation. The new bridge will be more resilient than the previous structure.

This is not what we wanted to see with the 18z HRRR that just came out. This map is showing the significant tornado parameter (STP). This is a parameter that uses different atmospheric variables to see the likelihood of tornadoes. Any value over 3 means we have to worry about strong tornadoes and right now they're running 4+ for most of the CSRA Monday. Please keep your cell phone charged and nearby Monday morning through the afternoon to get weather alerts. If you live in a mobile home or trailer, have a plan ready to get to a safe structure quickly. The lowest and most interior part of your home is safest - never go upstairs or in rooms with windows.

The South Carolina Hands-Free and Distracted Driving Act (often referred to as the hands-free driving law) officially shifts to full enforcement today, February 28, 2026. This follows a 180-day warning period that began when the law took effect on September 1, 2025.

The law builds on the state’s existing ban on texting while driving by prohibiting drivers from holding or physically supporting a mobile electronic device (like a phone) with any part of their body while operating a vehicle. This applies even at stoplights or in traffic—hands-free use (e.g., via Bluetooth, earpieces, or mounted devices for voice calls, navigation, etc.) is still allowed, but no handheld use.

• Lt. Kyle Golden from North Augusta Public Safety noted that phone use contributes to at least one significant crash per day in the city due to texting or general phone handling.
• Officers can pull over and ticket any driver visibly holding a phone.
Penalties (starting today):
• First offense: $100 fine.
• Second and subsequent offenses (typically within a three-year lookback period): $200 fine + 2 points on your driver’s license.

During the warning phase (September 2025 through February 27, 2026), nearly 12,000 warnings were issued statewide by the South Carolina Department of Public Safety and local agencies. This included 515 in Aiken County and 235 in Barnwell County, aimed at education rather than punishment.

If you’re driving today or anytime now, best to switch to hands-free mode or put the phone away completely to avoid a ticket.
