What is a private hire car in Singapore?

Taxis and private hire cars (PHCs) offer more choices for fast, convenient, and direct commutes and complement our bus and MRT networks. As such point-to-point services evolve, we will ensure that policies and regulations will continue to protect the interests of both drivers and riders.

Point-to-Point Transport Regulatory Framework

The Point-to-Point Transport Regulatory Framework, which aims to protect the interests of passengers and drivers, applies to transport operators with 800 or more vehicles. Last updated in October 2020 with the expansion of point-to-point transport services, the framework comprises the following

Street-hail Service Operator Licence (SSOL) applies to operators of taxis which do passenger pick-ups along the roads and at taxi stands. Operators of taxis that take call bookings will also need to have a limited Ride-Hail Taxi Call Booking Operator licence.

Ride-hail Service Operator Licence (RSOL) applies to platform operators which take bookings for rides.
Licensees must comply with the conditions of their licences, including meeting LTA’s safety and quality standards, and ensuring that partnership arrangements with drivers are non-exclusive. There are six SSOL licensees and five RSOL licensees.

Fares are determined by the market

Taxi and private hire car companies set their own fares, which take into account the supply and demand for such services. Some operators also offer customised services, such as providing commuters with pets and families with young children.

While the Public Transport Council (PTC) does not intervene in the setting of their fares, the PTC plays a significant role in ensuring that fares are transparent, clearly communicated, and easy to understand so that commuters can make an informed choice about the type of service they need.
