The odometer total on a listing means nothing on its own. Divide it by the car’s age and it starts talking.

Find the odometer down the side, find the age across the top, read the box. The average in Singapore is roughly 15,000 to 20,000 km a year. The blue band is normal. Grey is short-trip territory.

Notice the shape. The normal band runs diagonally, which means a three year old car with 60,000 km and a ten year old with 120,000 sit in the same place, even though one reads as double the other.

And notice how much of the top right corner is grey. That is where most of the low-mileage cars people get excited about actually live.

Low mileage is not automatically safe. A car doing 5,000 km a year is doing short trips, and the engine may rarely reach full operating temperature. Rubber perishes on its own schedule. Discs corrode when a car sits. Batteries fail from lack of use as readily as from overuse.

Then check the car agrees with the number. Pedal rubbers, steering wheel and seat bolster should match the odometer. Often they do not.

Save this and hold it next to your next listing.

Everyone reported the cap. The bigger number was the percentages.

Budget 2026 cut PARF rebates by 45 points. Not at one tier. At every single tier.

Most coverage focused on the cap halving from $60,000 to $30,000, which only ever bit on high-ARF cars. The percentages themselves moved from 75 down to 30 at the top, and from 50 down to 5 at ten years. Look at the grey blocks in the chart. They are exactly the same width on every row, because the cut was identical across the board.

That bottom row is the one that matters to most people. Run a car to the end of its COE and you used to get half your ARF back. Now you get a twentieth.

Two things decide whether this affects you at all.

It applies to cars registered with COEs from the second February 2026 bidding exercise onward. Everything already on the road keeps the old schedule for the rest of its life.

And the entitlement travels with the car, not the owner. Buy a used car registered before the cutoff and you inherit the old rebate. Nothing about the transfer resets it.

Ask for the registration date and the ARF paid. Those two figures tell you what a car is actually worth at the end.

Same model. Half the price. Nothing obvious explains it.

Two listings, same car, one thousands cheaper. The mileage might even favour the cheaper one. It is almost always PARF against COE, and it comes down to a single date.

Every car here is registered with a ten year COE. Deregister before that ten year mark and a PARF rebate comes back to you, a percentage of the ARF paid when the car was new. That is a PARF car, and money returns at the end.

Past ten years the certificate can be renewed. The car stays legal and roadworthy. But renewing buys time on the road, it does not restore the rebate. That entitlement is extinguished when the original ten years pass and it does not come back. Essentially everything you spend on a COE car is spent.

So the cheaper listing is not a bargain and it is not a trap. It is the market pricing in something specific, and the price gap is roughly the size of what is missing.

Three things narrow the choice quickly.

The loan can never outlast the certificate. Four years left means a four year loan, so the monthly can be high even when the price is low. That surprises people shopping on monthly.

Nothing comes back at the end. If you think of a car as partly an asset, that is a real difference.

And age brings bills. Suspension, bushes, cooling and electronics are all further through their lives, however well the car presents.

A COE car suits someone who wants the lowest cost per year, can handle a shorter loan, and does not need a rebate at the end. A PARF car suits someone keeping it long term, wanting money back, and wanting the loan flexibility to keep the monthly manageable.

Ask for the registration date, the ARF paid, and the exact COE expiry on anything you are serious about. The arithmetic from there is straightforward.

Looking for its next owner. 🚨

Subaru Impreza 4D 2.0i-S, 2019, 1 owner. 113,000 km, around 15,200 a year, which is under the 20,000 norm. 30 months of COE left, expiring 29 March 2029.

This is the 2.0, not the 1.6. The naturally aspirated boxer makes 154 bhp and 115 kW, giving better acceleration and cruising refinement than the 1.6 variant.

Symmetrical all-wheel drive is standard, so it holds grip well in heavy rain. EyeSight covers pre-collision braking and adaptive cruise control, with blind spot detection alongside.

Sunroof, Apple CarPlay, Android Auto, electric driver seat, LED headlamps, keyless entry with push start.

Road tax is $2,027 a year on the 1,995cc engine.

Price $47,800. Zero downpayment comes out at $1,767 a month at 2.98% p.a. Nothing down at the start, and the same figure every month for the term. Come down and we will walk you through the full breakdown.

Inspected before listing, two year warranty arranged for this car, and you are welcome to send it to STA or your own workshop first.

LOOKING FOR ITS NEXT OWNER 🚨

SEAT Leon 1.0 TSI Style Plus, 2019, one owner. 75,000 km. 33 months of COE left, expiring 11 June 2029.

75,000 km on a 2019 car works out to about 10,400 a year, roughly half what most cars cover.

The 999cc turbo sits just under the one litre band, so road tax is $391 a year. It still makes 115 hp, and the seven-speed dual clutch keeps it in the right gear.

Eight inch touchscreen with Apple CarPlay and Android Auto, reverse camera, dual-zone climate control, keyless entry with push start.

Price $51,800. Zero downpayment comes out at $1,747 a month at 2.98% p.a. Nothing down at the start, and the same figure every month for the term. Come down and we will walk you through the full breakdown.

Inspected before listing, one year warranty arranged for this car, and you are welcome to send it to STA or your own workshop first.

Looking for its next owner. 🚨

Honda Fit 1.3 Basic CVT LED Sensing, 2023, two owners. 81,000 km. 82 months of COE left, expiring 2 July 2033.

Zero downpayment comes out around $1,628 a month at 2.98% p.a. That is one of the lowest monthlies we have on a zero downpayment car. Nothing down at the start, and the same figure every month for the term. Come down and we will walk you through how it is worked out.

What you get for it is a properly equipped small Honda. Honda Sensing fitted from new, so adaptive cruise, collision mitigation braking and lane keeping assist, which is uncommon on a 1.3 hatchback and cannot be added afterwards. Digital cluster, touchscreen infotainment, LED headlamps, keyless entry with push start.

Running costs are the easy part. Road tax about $750 a year, fuel around $2,100 working on 15,000 km at $2.75 a litre.

The mileage is real use over three years and we would rather point at it than have you find it on the log card.

Price $109,800. Inspected before listing, six year warranty arranged for this car, and you are welcome to send it to STA or your own workshop first. We would rather you did.

The hard part is not remembering the questions. It is knowing whether the answer you just got was any good.

Ask for the total interest across the full tenure in dollars. A straight answer is a figure, given immediately, not a rate.

Ask for every fee payable at signing, itemised on paper. A straight answer is a written list you can take away and add up yourself.

Ask for the total cash out of pocket on day one. One number, covering downpayment, fees, insurance and the first instalment.

Ask exactly what the warranty covers, for how long, and what is excluded. Named components and a named period. Six months is not a meaningful test of a gearbox.

Ask what work was done to the car before it was listed. Specific jobs. A car that was properly prepared costs more, and it should.

All five can be answered in about a minute. The answers matter, and so does whether they come without hesitating.

Tell someone the monthly you are comfortable with and a good salesperson can land on it. That is not dishonesty. It is arithmetic, and there are only three levers.

Stretch the tenure. Five years to seven drops the monthly by about $200 on a $42,000 loan, because roughly the same debt is spread across 24 more payments. Extra interest, $2,083.

Lend you more. Put less down and the monthly should rise, so it gets paired with a longer tenure to net out flat. Bigger loan, longer commitment, usually a higher rate because borrowing past the bank cap means in-house financing. Monthly falls $10. Total interest climbs $6,056.

Add fees at signing. Processing, agreement, insurance arranged in-house. None of it touches the monthly, so the quoted figure stays intact while the cash you hand over on day one quietly grows.

All three lower the monthly. None of them make the car cheaper.

Compare on two numbers instead, because neither can be moved. Total interest in dollars, and total cash out of pocket on day one.

What monthly were you quoted?

Ask five owners of the same model what it costs to run and you will get five different numbers. None of them is lying.

Only one line on the whole list is genuinely fixed by the car. Road tax is set by engine capacity, published by LTA, and identical for every owner of that model. You can work it out from the log card before you buy.

Everything else is decided by you. Insurance is priced on your age, licence length, claims history and NCD, not on the metal. Fuel scales with your real mileage, and the brochure economy figure is optimistic by 15 to 20 percent in Singapore driving. Parking depends entirely on where the car sleeps. Tyres, battery and brake pads arrive on your distance rather than the calendar.

One line belongs to the car. Four belong to you.

Which is why a generic running cost figure is close to useless for comparing two cars. Run it on your own mileage, your own parking, your own insurance quote, and the comparison becomes a real one.

Do you know what yours actually costs?
