COE quota is determined primarily by deregistrations.
With the new counting method, the quota will now be based on the rolling 6 month car deregistration figures instead of the current system of the last 3 months. The intended result is to flatten the COE quota and reduce large fluctuations in supply on a quarterly basis. Will this new system work as an intended or will it lead to unintended supply lag? Time will tell.
