The Land Transportation Office (LTO) Central Office with National Capital Region (NCR) law enforcement units and with support from the Philippine Coast Guard (PCG), conducted intensified joint operations for the enforcement of Republic Act No. 10586, otherwise known as the βAnti-Drunk and Drugged Driving Act of 2013β, on February 27-28, 2026. The operations targeted areas in Quezon City with high concentrations of entertainment establishments, where risks of impaired driving are elevated during nighttime hours.
The joint initiative covered key thoroughfares including Timog Avenue, Fisher Mall Quezon Avenue, Tomas Morato Avenue, and Quezon Avenue in Quezon City β locations identified as high-priority due to increased vehicular traffic and proximity to leisure venues. A total of four operations were deployed across these areas to maximize coverage and ensure visible presence as a deterrent to potential violators.
During the conduct of the operations, 14 drivers underwent Alcohol Breath Analyzer (ABA) testing. Of this number, 5 drivers yielded negative results and passed the assessment, while 9 drivers tested positive for alcohol impairment and failed the ABA test. No drug testing was conducted during this round of operations, and no significant incidents or unusual situations were encountered throughout the implementation period. Parallel to ABA testing, 14 field sobriety tests were also administered, with corresponding results of 5 passes and 9 failures, aligning with the outcomes of the breath analyzer assessments.
LTO Chief, Assistant Secretary Markus V. Lacanilao stated: βThe implementation of RA No. 10586 operations is anchored on critical objectives aimed at safeguarding public safety and upholding road traffic regulations. Primarily, the initiative seeks to prevent road crashes and injuries caused by impaired driving, as alcohol and substance use significantly impairs a driverβs judgment, coordination, and reaction time β factors that directly contribute to avoidable road incidents. Additionally, the operations serve to reinforce compliance with national laws, ensuring that all motorists adhere to standards that prioritize the welfare of all road users, including pedestrians, passengers, and fellow drivers.β
Beyond immediate enforcement, the joint effort aims to foster a culture of responsible driving among Filipino motorists, emphasizing that operating a vehicle under the influence of alcohol or drugs is not only a violation of the law but also a serious threat to community safety. The collaboration between LTO, NCR law enforcers, and PCG underscores the governmentβs commitment to a multi-agency approach in addressing road safety challenges, leveraging combined resources and expertise to create safer roads for all.
