Winning the Peace by Ending the Local Communist Armed Conflict||

The Joint Regional Task Force to End Local Communist Armed Conflict for Western Visayas under the leadership of DOE Secretary Raphael P.M. Lotilla, Cabinet Officer for Regional Development and Security, joins the Filipino people in celebrating the landmark Proclamations of the President granting amnesty to members of various groups engaged in armed conflict against the state.
These Proclamations, coupled with the issuance of Executive Order No. 47 strengthening the National Amnesty Commission, is instrumental in realizing the aspiration of every Filipino for a just and lasting peace.

We believe that violence will not be the solution to the problems of the Filipino nation.

The JRTF6-ELCAC manifests its steadfast commitment to attaining the noble goals of ending the more than five decades of civil strife and culture of violence by providing an opportunity to the members of the communist terrorist groups and the various Islamic secessionist movements to lay down their arms and to join the Filipino nation in healing the wounds brought by disunity and strife, and by becoming active participants in nation building.

It is our hope and our dream that peace will be won by this generation so that those who shall come after us shall find a Philippines that is free from conflict,
a nation that is united in faith,
a people bound by a sense of pride in our history,
a Filipino nation where the law reigns supreme, and where justice, equality, and freedom defines our way of life.

Joint Task Group Baguio Demonstrates Commitment to Service and Faith

The Joint Task Group (JTG) Baguio, an AFP-PNP Joint Task Group for Peace and Development in the city, recently participated in the 4-day 13th Annual MBSK-BOC (My Brothers and Sisters Keepers—Bless Our Cop) National Conference on November 23–26 at the Supreme Hotel, Baguio City.

The event, attended by more or less 400 individuals from the PNP nationwide, criminology students from various universities in Baguio City, life coaches and pastors from across the country, as well as military and police personnel from Ecuador, provided an avenue for the JTG Baguio to demonstrate and reflect on its unwavering commitment to both community and faith in God.

The theme “Joy in the Journey: Connecting and Collaborating towards Nation Building” solidifies the JTG's dedication to its mission and core values as a God-centered and service-oriented force while safeguarding the well-being and security of the people of Baguio as well as the Cordillera region.

The JTG Baguio reiterated its commitment to faith and how it acts as a moral compass both in line of duty and one’s personal life. The task group firmly believes that by fostering a God-centered approach, peaceful environment will be created where communities prosper.

Meanwhile, Senator Allan Peter Cayetano also graced the event, sharing his insights on "TransformNation 2023," challenged the attendees to be united in bringing about the reformation of society through "transformational leadership" and "purpose-driven governance."

The MBSK-BOC is a collaboration between the uniformed personnel and the faith-based community, who come together to support and bless the police while upholding the PNP's core values of MakaDiyos, MakaBayan, MakaTao at Makakalikasan.

NOLCOM'S TRANSIENT FACILITY REFURBISHMENT FORMAL TURN OVER: A JOINT VENTURE OF THE NOLCOM MSGC

Northern Luzon Command led by LTGEN FERNYL G BUCA PAF., in partnership with Mr. J Luigi L Bautista, President and General Manager, North Luzon Expressway Corporation (NLEXCORP); Mr. Rodrigo E Franco, the Director of Metro Pacific Tollways Corp. (MPTC); and Mr. Kits Chuidian, Country Manager and President of Leighton Contractors (Asia) Limited (LCAL) facilitated the turn-over of the refurbished NOLCOM Transient Facility Phase-2 and received the symbolic keys at the Caraballo Hall in Camp Aquino, San Miguel, Tarlac City on November 21, 2023.

The NOLCOM transient facilities provide lodging for military and civilian guests who are on official or personal travel near the vicinity of the command. The said project is estimated to cost almost 9 million pesos, and is broken down into three phases; Phase I- Repair of the Male Barracks; Phase II- Repair of the Female Barracks; and Phase III- Installation of Amenities.

Commander NOLCOM, Lieutenant General Fernyl G. Buca PAF., expressed his gratitude for the collective efforts involved in realizing this substantial project. He emphasized that the refurbishment of the transient facilities will not only benefit military personnel but also foster stronger ties between NOLCOM and the local community.

“This collaboration between NOLCOM, NLEXCORP, and LCAL underscores a shared commitment to supporting both the military and civilian communities in Northern Luzon. Leveraging each of their respective expertise and resources, this partnership will ensure the seamless ex*****on of the refurbishment project, resulting in a secure and comfortable environment for transient facility users,” said LTGEN BUCA.

Meanwhile, Mr. J Luigi L Bautista, President and General Manager of NLEXCORP, and Mr. Kits Chuidian, Country Manager and President of LCAL, echoed Lieutenant General Buca's sentiments, affirming their dedication to delivering top-notch infrastructure and facilities that cater to the needs of NOLCOM that will help the NOLCOM soldiers perform their mandated tasks as defenders of the north and protectors of the people.


The Refurbishment of the NOLCOM Transient Facility is a project initiated by the members of the NOLCOM’s MSGC which is a group of diverse leaders from different professions who serve as advisers in the implementation of the NOLCOM Transformation Roadmap related to Governance and Policy, Resource Generation, Strategic Communication, and Strategy Review.

AMNESTY OPPORTUNITY TO TRANSFORM LIVES||

Department of National Defense (DND) Secretary Gilberto Teodoro Jr. on Friday welcomed the granting of amnesty by President Ferdinand R. Marcos Jr. to eligible members of different rebels and insurgent groups who may have committed crimes in pursuit of their political beliefs.

"The issuance of Executive Order (EO) No. 47 (s. 2023), which amended EO No. 125 (s. 2021) or the Creation of the National Amnesty Commission (NAC), together with Proclamation Nos. 403, 404, 405 and 406, are a testament to the commitment of the Marcos administration to sustaining our gains in our internal security and stability," Teodoro said in a statement.

Teodoro said the DND is behind the government’s concerted efforts to advance reconciliation and healing from the armed conflicts that have divided the nation for far too long.

"The granting of amnesty offers an invaluable opportunity for our brothers and sisters to transform their lives, avail [of] government services, and rejoin their families and communities," he added.

Teodoro said the DND is hoping for the support of all Filipinos in this endeavor.

"And we shall work closely with the NAC for the full implementation of these proclamations aimed at rebuilding lives and nurturing lasting peace for all," he added.

Meanwhile, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. said the military supports and welcomes the grant of amnesty to members of the Communist Party of the Philippines-New Peoples’ Army-National Democratic Front, Rebolusyonaryong Partido ng Manggagawa/Revolutinary Proletarian Army/Alex Boncayao Brigade, Moro Islamic Liberation Front, and Moro National Liberation Front.

"We believe that this is a significant step forward ending all armed conflicts in the country and delivering just and lasting peace in our communities," Brawner said.

He added the granting amnesty brings closure to hostilities and is in line with the government’s call for peace, unity, and reconciliation and push forward lasting amity among Filipinos.

Brawner said the AFP is confident that the administration’s grant of amnesty will promote an atmosphere conducive to the attainment of a just, comprehensive, and enduring equanimity “as we collectively address other pressing challenges to our country.”

"We hope that the remaining members of these armed groups will accept the government’s comprehensive peace initiatives and use them to return to the folds of law and become productive members of the mainstream society," Brawner said. (PNA)
