All Clear: Apatang Ends the Bavi Emergency at Noon Across All Six Islands

SAIPAN — Gov. David M. Apatang has declared the All Clear for Saipan, Tinian, Rota, Alamagan, Agrihan and Pagan, effective 12 p.m. Tuesday, formally ending the emergency posture that held the commonwealth through Super Typhoon Bavi's direct Category 5 strike.

The declaration, made in consultation with the CNMI Homeland Security and Emergency Management Office and the National Weather Service in Guam, closes 42 hours of shelter in place across the southern islands and comes a little more than a day after Bavi's eye crossed directly over Rota with 180 mph sustained winds. No fatalities or injuries have been reported anywhere in the CNMI.

The All Clear is not an all-safe. Residents on Rota, Tinian and Saipan are urged to remain cautious as recovery efforts continue, the announcement said, with lingering impacts that may include localized flooding, debris, damaged infrastructure, downed power lines and hazardous road conditions. Residents should exercise caution when traveling and avoid affected areas whenever possible.

Three weather products remain in effect: the high surf warning until 4 p.m. Thursday, July 9, the hazardous seas warning until 5 a.m. Thursday and the wind advisory until 5 p.m. today, all covering Rota, Tinian and Saipan.

The noon declaration starts the recovery's clocks. Comprehensive damage assessments for all three southern islands were keyed to the All Clear, CUC's restoration work begins in earnest on a grid that has been dark island-wide across the commonwealth since Sunday, Rota's community charging stations at the Mayor's Office and Office of Aging open on the declaration, and Star Marianas Air's eight pilots staged on Guam have the signal they were waiting for, with the airline targeting full operations by midday Wednesday and relief supplies for Rota possibly loading this afternoon.

The Office of the Governor and HSEM will continue to monitor conditions, coordinate recovery efforts with partner agencies and provide updates as necessary.

Extreme Wind Warning Extended Until 12:15 am ChST
CNMI Homeland Security and Emergency Management

At 9:16 pm ChST, Andersen AFB Doppler radar indicated the western edge of the eyewall of Super Typhoon Sinlaku is moving into Tinian and just south of Saipan. Winds up to 150 mph are possible. Sinlaku’s forward speed is around 3-hour motion to the northwest, estimated by radar. This slow motion means destructive winds in excess of 115 mph will be prolonged once they arrive and may extend further into the overnight hours as the eye passes near or over Tinian and Saipan. This is an extremely dangerous and life-threatening situation!

Precautionary/preparedness actions...

Widespread destructive winds in excess of 115 mph are expected.

Take cover now! Move immediately to an interior room in your shelter. Take action now to protect your life!

The safest place to be during this situation is in a reinforced interior room away from windows. Put as many walls between yourself and the outside as possible. Remain in shelter through the passage of these life-threatening conditions.

Do not venture out into the relative calm of the eye if it passes over you. Extremely dangerous winds will soon return on the back side of Super Typhoon Sinlaku.
