In 1988, Japan had a problem.
Road deaths crossed 10,000 that year. Sports cars were getting faster. The government was watching.

So Japan's automakers made a deal.
Toyota, Nissan, Honda, Mazda, Mitsubishi, Subaru, they agreed that no car sold domestically would advertise more than 280 PS (276 HP). It wasn't law. It was jishu-kisei, voluntary self-restraint. A handshake.

But here's what they didn't advertise.
The Nissan Skyline GT-R claimed 276 HP from 1989 to 2002. The R32, R33, R34, same number for over a decade. Put any of them on a dyno? 320-330 HP. Nissan never said a word.

Mitsubishi was even less subtle. The 3000GT made 276 HP in Japan. The same car, same engine, made 320 HP in America. They changed the brochure. Nothing else.

Why the gap?

Racing. Nissan's RB26DETT was engineered with Group A competition in mind, a target of 600 HP.
To meet the agreement, engineers installed restrictive camshafts, conservative ECU maps, and a boost restrictor marked by a yellow band. Remove it? Instant boost increase from 0.7 to 1.0 bar.

The stock ceramic turbochargers added another ceiling. They couldn't survive much beyond 14 PSI. Nissan's racing division knew this. Their N1 competition engines used steel turbine wheels instead.

The agreement didn't limit engineering. It limited paperwork. Manufacturers competed on technology instead, ATTESA-ETS, Super-HICAS, active aerodynamics.

The restriction created innovation.
It ended in 2004. JAMA Chairman Itaru Koeda admitted publicly: no link between horsepower and road deaths. Honda broke the pact months later with a 300 HP Legend.

The handshake is dead. But the engines it created, overbuilt, underadvertised, and infinitely tunable, became the most legendary platforms in automotive history.

The RB26 handles 500-600 HP on stock internals. The 2JZ can push past 1,000 with the right build.
Not bad for "276 HP" engines.
