The following is a message from Brendan Walsh, Chief Operations Officer, Customer Operations:



As part of our commitment to keeping you informed, we want to provide a brief update on progress under the Driving Test Action Plan.

Thanks to the continued efforts across our testing and support teams, we are seeing early and encouraging signs of improvement in driving test waiting times.

For the week ending 25 May, we had projected an average national waiting time of 25 weeks. The actual figure was 21.4 weeks. By 31 May, the projected figure was 22 weeks, but we reached 20.6 weeks.

This progress is ahead of schedule and reflects the hard work and collaboration underway across the service. We are cautiously optimistic and remain focused on sustaining this momentum.

We recognise the crucial role ADIs play in supporting learners through the testing journey and thank you for your continued professionalism and partnership.

NCT



The NCT is obligatory for all cars four years old and over. From 1st July 2022, all privately taxed Category B vehicles registered on or before 30th June 2018 (up to and including 181-reg) should have been tested. As a result, all such vehicles should have a valid NCT disc on display.

EXCEPTION; Effective immediately. Due to current delays at the NCT, if a valid NCT disc is not on display and where the applicant can produce evidence of an NCT test appointment, and where the NCT test due date is no more than three (3) months prior to the driving test appointment, the test should be conducted.

An email, letter or text confirming the registration number of the car and booking number is acceptable proof of upcoming NCT appointment.

RSA "Update".

ADI Update on Level 5 Restrictions
To: All ADI’s 8

We wanted to take this opportunity to provide you with an update on the position relating to
the delivery of EDT/IBT sessions/lessons at this time.

The RSA has sought clarification from the Department of Transport on the matter and our
understanding is that there are no changes to the current restrictions.

Therefore, in keeping with the Government’s position in relation to the delivery of Driving
lessons ‘Approved Driving Instructors (ADIs) have been classified as providing an essential
service. ADIs can continue to provide instruction (pre-test lessons only) during Level 5 to people who have a booking reserved to undergo a driving test (an appointment for a driving test).’

The Department is fully aware of the difficulties that the current suspension of Essential Driving
Training (EDT) and Initial Basic Training (IBT) poses for essential workers who have not yet
completed their 12 mandatory EDT sessions or the mandatory 16 /18 hours of IBT required to
book a driving test.

The Department has also emphasised that this decision has been taken in line with National
Public Health Emergency Team (NPHET) recommendations that everyone in Ireland work to limit the spread of the virus by staying at home and minimising social contacts in so far as is possible. Public safety must continue to take priority.

The RSA continues to work closely with the Department to establish ways of resuming wider driving testing services after level 5 and in line with any public health requirements.

This includes the resumption of all driving lessons and to increase the capacity of our driver testing services to help reduce and, over time, eliminate the backlog.

We will of course notify all ADI’s of any changes to the above position as soon as we are notified by our parent Department.

We hope that all our ADI’s stay safe during the current Level 5 lockdown.
