There still seems to be a lot of confusion about basic vehicle / pedestrian priorities on the roads. Unfortunately, many pedestrians are not aware they have priority when crossing non-light-controlled junctions, which can add to confusion. Please understand and adopt the rules.

The UK The Official UK Highway Code Rules H1, H2, and H3 establish the Hierarchy of Road Users, ensuring that those who can cause the most harm have the greatest responsibility to look out for more vulnerable road users.

Rule H1: Hierarchy of Road Users Core Principle:
Those who can do the greatest harm have the greatest responsibility to reduce the danger they pose to others.Order of Vulnerability (Top to Bottom): Pedestrians, cyclists, horse riders, motorcyclists, cars/taxis, vans/minibuses, and large heavy goods/passenger vehicles.
Shared Duty: Cyclists and horse riders also have a duty of care towards pedestrians, and all road users must behave responsibly.

Rule H2: Pedestrian Priority at Junctions Turning Priority:
Drivers and motorcyclists must give way to pedestrians who are crossing or waiting to cross a road you are turning into or out of.Crossings: You must give way to pedestrians on a zebra crossing, and to pedestrians and cyclists using a parallel crossing.

Rule H3: Cyclist and Horse Rider Priority at Junctions Straight Ahead:
Do not cut across cyclists, horse riders, or horse-drawn vehicles going ahead when you are turning into or out of a junction, changing direction, or changing lanes.
No Turning If Blocking: You must not turn at a junction if it would cause a cyclist or horse rider going straight ahead to stop or swerve.
Cycle Lanes: This applies whether cyclists are riding on the road or using a dedicated cycle lane or track.
