🚗 Wall Hill Traffic – Let’s Look at the Facts

There’s been a lot of discussion about traffic at the Mill Lane / Wall Hill Road / Oldham Road junction. So here are the numbers based on the same sources transport planners and councils use when assessing developments.

📊 Traffic from 26 houses

Transport planning data shows that a typical privately owned house generates around 5–6 vehicle movements per day.

That means a development of 26 four-bedroom houses would create roughly 130–156 vehicle movements every day.

📚 Source:
• TRICS (Trip Rate Information Computer System) – the national database used by transport consultants and local planning authorities to estimate traffic generation
• Standard trip generation assumptions used in UK Transport Assessments

🚛 Traffic from the existing operational use

The alternative scenario being discussed would generate approximately:

➡️ 6 HGV movements per day

Importantly:

✔️ The new access road has been designed for two-way traffic
✔️ It includes appropriate visibility splays
✔️ It is designed to accommodate HGV movements safely

📚 Highway design guidance:
• Manual for Streets (Department for Transport)
• National Planning Policy Framework (NPPF) – which states development should only be refused on highways grounds where the impact on safety is unacceptable or the cumulative impact on the road network would be severe.

So the key comparison is traffic volume:

🚛 6 vehicle movements per day

vs

🚗 130–156 vehicle movements per day

That’s over 20 times more traffic from the housing development.

And unlike HGV movements spread across the working day, residential traffic is usually concentrated during:

🚸 School runs
🚗 Morning commute
🚗 Evening commute

So the real question for the community is:

Which actually puts more pressure on the junction?

Occasional HGV movements…
or over 130 additional car movements every day from a housing estate?

PROFIT OVER SAFETY?🚨🔔

A planning application has been submitted to build 26 houses at Wall Hill Mill, with access via Mill Lane — a narrow road already used by residents, Manor House Barn Swimming School, and K&M Global Ltd.

Local concerns include increased traffic, difficult winter driving conditions, and safety for the 300+ swimmers who visit the swimming school each week, including families with young children.

Plans for a safer junction onto Wall Hill Road were drawn up in 2005 but have never been delivered, and there are also concerns about the potential impact on local jobs at K&M Global.
