The new Highway Code Rule H1 ensures that road users who can do the greatest harm, have the greatest responsibility to reduce threat to other road users. The hierarchy is as follows from most to least priority; Pedestrians, Cyclists, Horse Riders, Motorcyclists, Car/Taxi Drivers, Van/Minibus Drivers, PCV Drivers, LGV/HGV Drivers.
