I’ve just received this update from the DVSA thanks to selfish , greedy Driving Instructors , trying to make a few hundreds or thousands of pounds instead of prosecuting them and taking them off the DVSA register us honest hardworking passionate ADI have got an even harder job to do , 6 months waiting time and only allowed to swot tests twice , even if your nerves kick in at the last minute , thanks everyone who robbed pupils just wanting to drive a life skill needed by most 😡😡😡😡
YOU KNOW WHO YOU ARE !!!

Changes to driving test booking rules
The rules for booking practical car driving tests are changing to make the system fairer and more secure. These changes are part of the outcome of our consultation to improve the way driving tests are booked.

What's changing
From 31 March 2026 you and your pupils will only be able to change a car driving test up to 2 times (reduced from 6). This applies to all car driving tests booked by you or your pupils.

Swapping tests between 2 of your pupils will count towards this limit, so we’d encourage you to make sure your pupils only book their test when they’re ready to take it.

Managing your availability
You can set times when you're available to take your pupils to their driving tests. This stops your pupils from booking tests at times that do not work for you.

When your pupils use your ADI personal reference number to book their test, they will not be shown appointments at times you've marked as unavailable.

You can set:

morning and afternoon hours you're available for each day of the week
one-off times you're unavailable, such as when you're on holiday
how long you need between one test ending and the next one starting
Find out how to manage your availability for driving tests.

Ready to Pass? campaign
We’re creating new messaging to share with learner drivers through paid media advertising to encourage them to take action before the changes are introduced.

We're also working on updating the campaign toolkit to help you communicate these changes with your pupils.

We will be running webinars later this month to give you the opportunity to talk to DVSA officials about the upcoming changes, learn more about the paid media campaign and the updated toolkit.

We will share dates and details about how to book your place, so look out for future emails. You can also read more about the changes on GOV.UK.

Good Evening guys , I’m trying to catch up with all my passes finishing off from 2025 and starting with 2026 😊
I’m so sorry I haven’t had enough time to keep everything up to date but as you’re all aware it’s been a tough time for us as we’ve been pushing daily to get Lexie home from Hospital, in fact god knows how all my super pupils have put up with me for the last few years , but Lexie is home now so let’s hope things will settle fine for us at home and I’ll get a few minutes to keep up with everything 😊
The next one to pass in September 25 was Lauren Goodwin and as soon as she passed she was off , driving around in her Mums car super confident, stay safe and I’ll see you soon ###

I’ve received this today from the DVSA - Seriously and they expect us to be happy that as Professional Driving Instructors we now can’t control when or who can take their tests ? If they’re are ready or not ? Can’t swop our own pupils or work together with our local colleagues to enable slight flexibility to ensure we are taking our pupils to Test when we expect them to pass ?

This is what greedy selfish Driving Instructors have done to our industry selling tests to desperate people for more money which is now going to make our job very difficult, and still no guarantee of Tests coming back to shorter waiting times , well done 👏👏👏👏👏

Update on driving test booking rules consultation and reducing waiting times
Today (12 November) the Secretary of State for Transport, Heidi Alexander, updated the Transport Select Committee (TSC) on the government’s ongoing response to high driving test waiting times.

In the coming months, DVSA will:

change the booking service to allow only learner car drivers to book and manage their tests
introduce a limit on the number of times a learner car driver can move or swap a test to twice and also limit the area they can move a test to once booked
make use of Ministry of Defence (MOD) driving examiners for up to 12 months to help tackle driving test waiting times
Outcome of the consultation
As part of her update to the TSC, the Secretary of State announced the outcome of the consultation to make the driving test booking service fairer.

Below is more detail about the options being taken forward:

Option 1A: only allowing learner drivers to book and manage their own test

70.7% of respondents agreed with this option. This change will stop unofficial businesses providing third-party services from reselling tests, preventing additional test costs and unfair practices for your pupils.

Option 2B: limiting the number of times a test can be swapped or changed, this limit will be set at 2

50.8% of driving instructors that responded agreed with this option. Alongside limiting the number of times a test can be swapped or changed, we will also be limiting the area a test can be moved to once booked.

This will stop tests being booked in quieter areas to then move it to a test centre with higher demand. This will allow local learner drivers in quieter areas to have better access to tests at their preferred centre.

Making these changes together will give greater control to the learner driver, removing the ability for third parties to buy and sell on tests in higher demand locations – making booking a practical car driving test fairer for your pupils.

We have contacted your pupils with a car theory test or practical car test booking to let them know about the upcoming changes.

Next steps
We are finalising the full consultation summary of responses and will publish this on GOV.UK.

These changes will not be introduced straight away as they require a combination of legislative and technical changes.

The changes will be implemented in spring 2026.

We will provide more details about the changes and what they mean for you and your pupils ahead of them coming into force.

Working in partnership with the MOD
We have agreed with the MOD that 36 defence driving examiners (DDE) will do driving tests for one day a week for 12 months.

They will predominantly focus on car driving tests but will have the flexibility to do vocational testing as well if needed. They will usually conduct 7 tests in a day, which is the expectation for DVSA examiners doing car tests.

The DDEs will be based at the driving test centre with the highest demand nearest to either their MOD base location or where they live.

Before they start testing, all DDEs will do up to 10 days of training to support them to do non-military testing and so they can learn the test routes of the test centre they are based at.

Update on the summer 2026 waiting times target
During the TSC session on 12 November, the Secretary of State confirmed that the latest DVSA modelling shows it is not possible to meet the aspiration of reaching a 7-week waiting time by summer 2026.

We recognise that you and your pupils will be dismayed by this. There are several factors driving higher demand for tests and it is not clear when or even if this will ease.

Even with all the measures we have put in place, we are still not able to keep up with the rise in demand.

Reducing the driving test waiting times continues to be the priority for DVSA and we will continue to do all we can to reduce them.
