Driver testing services – lifting of COVID-19 driving test restrictions
We are lifting COVID-19 restrictions affecting driving and theory tests in England from Tuesday 1 March in line with the government announcement that English restrictions ended on 24 February.

The changes in England are:

• face coverings will be a personal choice for practical and theory test candidates and examiners
• driving tests will no longer end early unless the candidate’s driving is so poor it is a risk to their safety and that of other road users - in line with the pre-COVID-19 policy
• instructors and accompanying drivers are able to sit in on driving tests
• you no longer have to self isolate if you have COVID-19, but we encourage you to rearrange your test if you feel unwell for any reason

You need to make your pupils aware of these forthcoming changes, especially if you have made their practical test booking for them.

The current driving and theory tests safety measures in Scotland and Wales remain in place and we will let you know of any changes.

DVSA guidance on GOV.UK will be updated shortly.

Face coverings
Your pupil will have personal choice on whether they want to wear a face covering on their driving or theory test from 1 March in England.

Candidates will no longer have to let us know if they cannot wear a face covering in advance of their driving test from 1 March. This also applies to bookings you make on behalf of your pupils.

Our driving examiners can also make a personal choice to wear a face covering if they wish.

Face coverings continue to be a personal choice for you and your pupils during driving lessons in England.

Ending driving tests early
From 1 March, our driving examiners will no longer end tests early and they can continue after a candidate has committed a serious or dangerous fault to give them the full-test experience.

Tests will only be terminated early if the driving examiner assesses that the candidate’s driving is so poor it risks their safety and that of other road users. This is in line with our pre-COVID-19 policy.

ADIs sitting in on tests
We are lifting the restriction on ADIs and accompanying drivers to sit in on a driving test from 1 March.

This means that driving examiners will ask your pupil if they want someone to:

sit in the back of the car during the test
be with them for the result and feedback
ADI standards checks and ADI part 2 tests
The lifting of restrictions for wearing face coverings on tests from 1 March also includes ADI part 2 tests and ADI standards checks.

Standards checks will continue to last for 40 minutes.

Clean vehicles
We will no longer be cancelling driving tests if the inside of a vehicle is not clean.

However, we continue to encourage you to clean and tidy the inside of your vehicle when presenting it for a driving test in line with good hygiene.

It will be optional for examiners to wipe down surfaces in test vehicles or ventilate these vehicles during tests.

Pupils testing positive for COVID-19
We encourage candidates testing positive for COVID-19 up to 5 days before their driving test not to attend their test to reduce the spread of the virus.

You or your pupil should email us at [email protected] with the subject title ‘COVID-19 short notice cancellation’ to rearrange their test.

You or your pupil will need to include the following information in the email:

their driving licence number
their driving test booking reference number
We will then contact you or your pupil to help rearrange the test. Your pupil will not have to pay again.

Taking rapid lateral flow tests
Until 1 April, we continue to ask your pupils to take a rapid lateral flow test before their driving test if they do not have COVID-19 symptoms. We are asking that they do this on the day of their driving test, before they leave home.

Increasing the number of driving tests appointments
To help tackle the waiting list for driving tests we have been working on a number of ways to increase the amount of driving test appointments available.

We wanted to update you on the things we have been working on:

Returning to 7 tests a day
From Monday 14 June 2021 we will be increasing the number of tests our examiners in England, Scotland and Wales carry out each day to 7 – this is the number carried out before the pandemic.

This change will allow us to increase capacity across the national network by an average of 15,000 to 20,000 tests per month.

We are doing this because our driving examiners are now used to carrying out additional COVID-19 safety measures, so we can now carry out 7 driving tests each day with little risk of over-running.

This means we can keep these safety measures in place to protect learner drivers and examiners whilst safely increasing the number of tests per day.

We will be increasing the number of tests by adding an additional test at the end of the working day so tests currently booked will not be affected.

We’ll also be able to start offering early morning and evening tests.

When will the new appointments be available to book?
We will start gradually adding new appointments on to the booking system on a daily basis from 9 June.

You or your pupils can check for new appointments at your local test centres on the book a driving test or the change your driving test services.

Alternatively if you are registered to use the book and manage driving tests for your pupils service you can use this to check for new appointments in your area.

We recently contacted candidates with a booking on hold to let them know that they needed to choose a test appointment date by 31 August or their booking will be cancelled.

We will be writing to them again to let them know that as we are returning to 7 tests a day, additional test appointments will be added to the booking service so more tests will be available to choose from.

Circumstances when pupils cannot take a driving test
Your pupils will not be able to take their driving test if they meet any of the following criteria:

they have any coronavirus symptoms (high temperature, fever, new continuous cough, a change or loss of smell or taste from normal).
they have been asked to self-isolate by NHS Test and Trace in the last 14 days.
they are awaiting the results of a COVID-19 test or have had a positive test in the last 7 days.
they have visited a school, college or other building that has been closed due to a COVID-19 outbreak in the last 7 days.
they live with someone who has either tested positive for COVID-19 or had symptoms of COVID–19 in the last 14 days.
Areas where the new variant is spreading
In locations where there is an enhanced Covid response in place, we will write to candidates before their test to make them aware of this.

Our driving examiners will also ask all candidates these questions before taking them out on test. If they answer yes to any of the above criteria their test will be cancelled and they will be asked to reschedule.

To do this they can email us at [email protected] and we can help them look for the earliest possible appointment once they have finished self-isolating.

The importance of your pupils being ready for their test
It’s important that your pupils take their test only when both you and your pupil are confident they can pass. This will help them to avoid a lengthy wait for a retest and help us by not adding to the backlog of tests.

Reintroducing short term cancellations
We are also reintroducing the 3 working day short notice cancellation period for practical car tests. This was temporarily suspended when we restarted testing in July 2020 following the first lockdown.

All tests taking place from Thursday 17 June 2021 will be subject to the 3 working day short notice cancellation period.

We will be writing to all candidates with tests taking place from 17 June to let them know of this change.

If you or your pupil need to cancel a test within the 3 working day period as a result of a positive COVID-19 test result or having to self-isolate you will need to email us at [email protected]

Please put - COVID SHORT NOTICE CANCELLATION - in the subject of the email and we will look to reschedule the test for the earliest possible appointment.

To do this email us at [email protected] and we can help look for the earliest possible appointment once they have finished self-isolating.

You or your pupil may be asked to provide evidence when cancelling at short notice.

If your pupil cancels their test within the 3 working day period or fails to turn up to their test they will lose their test fee.

Potential contract for driving examiner recruitment
Another aspect of our ongoing work to reduce waiting times is recruiting additional driving examiners. We had a positive response to our recruitment campaign, but there are some areas of the country where we still need to recruit more examiners, including the South East.

To support this we are exploring options to temporarily contract in experienced driving assessors to qualify as driving examiners and will run a further recruitment campaign in the weeks ahead.

Now have it officially as long as the road map out of lockdown is approved on the 5th of April all car driving instructors can restart teaching in England on 12th April.
I will start booking lessons after the 5th April. I will put a message out when I’m ready to start.

🚗Driving and theory tests update💻

In line with the government’s roadmap announcement, driving and theory tests will resume no earlier than 12 April.

DVSA is working closely with the government and will provide more information as soon as we are able to do so on other tests, lessons and training.

Some new info from the DSA
🚑 We’re introducing a limited theory test and practical test service for NHS health and social care workers, the emergency services and local councils.

This will only be for those who need to drive as part of their job and respond to threats to life.

We can only accept applications for these tests from employers, such as NHS Trusts.

There are no plans to extend this service further at this time.

👉 Instructors will be able to teach candidates with a confirmed booking for a mobile emergency worker test.

Unfortunately looks like we are been forced to put a stop on lessons and tests until the 2nd December.

Update on lockdown measures in England
Following the announcement on Saturday 31 October 2020 around further lockdown measures being introduced in England, we are working closely with the Government to agree the impact these will have on DVSA services.

All driver and rider training and tests will be suspended in England from 5 November until 2 December 2020. We will be contacting affected test candidates soon.

We'll keep you updated on the situation and provide further guidance when we're able too.

Important information about test and trace
The NHS test and trace service is part of a national strategy to identify COVID-19 infections and prevent its spread.

Although this specific guidance relates to England only, the 4 administrations are working closely together to have a consistent and joined up approach to testing and tracing.

We are supporting the service by sharing details of examiners and candidates with them as required.

If your candidate tests positive after attending a test
If your candidate tests positive for COVID-19 up to 48 hours after taking a test they must provide the NHS Test and Trace service with the DVSA email address [email protected] and follow the government guidelines on self-isolation.

This information is provided to candidates in their end of test summary.

If you test positive after a part 2, part 3 or standards check
If you test positive for COVID-19 up to 48 hours after taking you ADI part two or three test or standards check you must provide the NHS Test and Trace service with the DVSA email address [email protected] and follow the government guidelines on self isolation.

If the pupil you bring to take part in your part 3 test or standards check tests positive for COVID-19 up to 48 hours after, they must also provide NHS Test and Trace service with the DVSA email address [email protected] and follow the government guidelines on self-isolation.

This information is provided to you and your pupil after the test or check.

Tracing apps
As part of the government’s coordinated response to COVID-19, NHS Test and Trace has developed the new NHS COVID-19 app.

It is now available for download to all residents of England and Wales, and we strongly recommend that everyone over the age of 16 downloads and uses it.

The Scottish government COVID-19 app is also now available to download.
