MOT tester sentenced for issuing fraudulent certificates

A DVSA investigation has led to the prosecution of an MOT tester who issued fraudulent MOT certificates for vehicles he had not inspected.

Omar Murtza was an MOT tester at Kwik Fit Oldbury Vehicle Testing Station. Concerns were first raised by the Quality Control Manager at Kwik Fit, after he received information about the standard of MOT testing being carried out by Murtza.

An audit of the site identified several issues, including missing booking information and emissions tests being carried out using the wrong fuel type.

When questioned, Murtza said the errors were accidental but could not provide a clear explanation. Around 17 vehicles were initially identified as having incorrect emissions test records.

As the testing station used connected emissions equipment, the test logs were reviewed. This identified several differences between the vehicle details recorded on the MOT testing system and the emissions tests that had been carried out.

The records were also compared with the garage’s booking and payment information. This showed that the same payment card, which was believed to belong to Murtza, had been used for the MOT tests. The information was passed to DVSA for further investigation.

DVSA investigators gathered evidence showing that the offending was repeated rather than a one-off incident. Although 17 vehicles were initially identified, Murtza was prosecuted for three offences where automatic number plate recognition (ANPR) evidence showed that the vehicles were being driven at or around the time their MOT tests were recorded.

This demonstrated that the vehicles could not have been present at the testing station and inspected when the MOT certificates were issued.

Murtza pleaded guilty to three offences of fraud involving MOT certificates issued for vehicles he had not inspected.

The judge decided that the offences were serious enough to pass the custodial threshold because of their wider impact on the community and the potential danger to road safety.

Murtza was sentenced to 18 weeks in prison, suspended for 12 months. He was also ordered to:

complete up to 10 rehabilitation activity requirement days
carry out unpaid work
pay DVSA’s costs of £4,800

The judge also took into account that Murtza did not plead guilty until the final opportunity.

This is a strong sentence for three offences and sends a clear message that deliberately issuing fraudulent MOT certificates will not go unpunished.

This case also shows how effective quality control systems can help garages identify and report suspected fraud before it becomes more widespread.

These systems do not always need to be complicated. Comparing the MOT tests recorded on the MOT testing service with garage bookings, payment records and normal opening hours is one of the basic checks garages can carry out.

By identifying the concerns and reporting them to DVSA, Kwik Fit supported the investigation and helped protect the integrity of the MOT testing system. Garages that do not have adequate checks in place could put their own authorisation at risk.

It represents a professional judgement that a vehicle has met the minimum legal standard at the time it was tested.

The industry has once again been reminded of the importance of that responsibility following the guilty plea of an MOT tester who admitted fraud after knowingly issuing an MOT pass certificate for a vehicle that should not have passed.

✅ Every MOT decision carries responsibility, integrity, professionalism and public trust.
❌ There can never be shortcuts.
❌ There can never be 'I'll let it go.'
❌ There can never be a pass certificate issued for defects that remain unresolved.
