LTA INTRODUCES MANDATORY LEARNER DRIVER COURSE TO STRENGTHEN ROAD SAFETY AND COMPLIANCE

SUVA, Fiji (07th August 2026): The Land Transport Authority (LTA) will introduce a mandatory Learner Driver Course (LDC) for all Class 2 Learner Permit (LP) applicants from Monday, 10 August 2026, marking another significant step towards strengthening driver education and improving road safety outcomes in Fiji.

LTA Chief Executive Officer Irimaia Rokosawa said under the new requirement, all Class 2 Learner Permit applicants must successfully complete the Learner Driver Course before they are eligible to undertake the Driver Knowledge Test (DKT).

He said the course will be provided free of charge at all LTA branches nationwide, and upon successful completion, applicants will be issued an LDC Advice Slip, which must be presented before they can sit the Driver Knowledge Test.

“The introduction of the mandatory Learner Driver Course reflects the Authority’s commitment to ensuring new drivers begin their licensing journey with a strong understanding of road safety principles, P1 and P2 licensing system, showcause proceedings, digital logbooks, response to accidents and emergencies, traffic laws and the responsibilities that come with operating a motor vehicle,” Mr Rokosawa said.

“We have always reiterated that driving is a privilege that carries significant responsibility. Before an individual gets behind the wheel, they must understand not only the road rules, but also the consequences of unsafe decisions and behaviours on the road.”

Mr Rokosawa said the course had been developed to equip learner drivers with the knowledge and awareness required to become safer and more responsible road users before progressing to practical driving.

“Many road crashes are preventable and are often linked to poor decision-making, limited understanding of road rules and unsafe driving behaviour. This initiative is about building the right attitudes and behaviours at the earliest stage of the licensing process,” he said.

The CEO said the Learner Driver Course would cover key areas including road rules, traffic signs and signals, driver responsibilities, hazard awareness, defensive driving principles, safe road user behaviour and the importance of sharing the road with pedestrians, cyclists, motorcyclists and other motorists.

He said the initiative forms part of the Authority’s broader strategy to reduce road crashes, serious injuries and fatalities through strengthened driver education, improved compliance and proactive road safety interventions.

I would like to take a moment to extend my heart full congratulations to all of you who have successfully obtained your provisional driving license. This is a significant milestone, and I m genuinely proud of the dedication, desipline and determination each one of you have shown throughout your journey.

Learning to drive is not just about handling a vehicle- its about learning responsibility, patience and making smart decisions on road. You have taken first steps towards independence, and this achievement is reflection of your hard work and focus.
