ICAO Middle East Regional Office The ICAO Middle East Regional Office was established in Cairo, Egypt, in 1953.

This Regional Office encompasses 15 member States: Bahrain, Egypt, Islamic Republic of Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Oman, Qatar, Saudi Arabia, Sudan, Syrian Arab Republic, United Arab Emirates and Yemen. Continuous improvement in global aviation safety and security is fundamental to ensuring air transport continues to play a major role in driving sustainable economic and social development around the world. A safe, secure, economically viable and environmentally friendly air transport system is the ultimate goal of ICAO and its Member States. ICAO MID Office closely liaises with the States of accreditation and with appropriate organizations, Regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes operating in the Region. The ICAO MID Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions, as well as Standards and Recommended Practices (SARPs) and the MID Air Navigation Plan (ANP) provisions. The ICAO MID Office coordinates and provides required assistance and capacity building activities for establishing and maintaining a coordinated and high performance air navigation system aiming at a safe, orderly and efficient air transport, which validates effective implementation of ICAOโ€™s international standards. ICAO MID Office endeavors to meet the challenges in this expanding region with a goal to provide the highest level of safety, security, efficiency and to achieve a sustainable and environment friendly growth of international civil aviation.

ICAO MID convened a High-Level Virtual Coordination Meeting with key international and regional partners, including ACAO , ACI Asia-Pacific & Middle East, IATA and regional aviation leaders represented by the chairpersons of MIDANPIRG, RASGMID and RASFG.

The meeting focused on aligning priorities for 2027, enhancing support to States, advancing aviation safety, air navigation, security, facilitation, sustainability, capacity building, and addressing emerging regional challenges through stronger collaboration and coordinated action.

Together, we are committed to delivering a safer, more efficient, resilient, and sustainable aviation ecosystem for the Middle East Region.

The Middle East Flight Procedure Programme (MID FPP) continues to support States across the MID Region in advancing Flight Procedure Design (FPD) capabilities.

Following a request from the Libyan Civil Aviation Authority (LYCAA), the MID FPP developed a Statement of Work to support the certification of a third-party Instrument Flight Procedure (IFP) design service provider for Libyaโ€™s ongoing FPD projects.

Meanwhile, the ICAO MID Regional Office held discussions with the Egyptian Civil Aviation Authority (ECAA) on 21 July 2026 regarding the Host State Model for the MID FPP, following the call for States to express interest in hosting the Programme.

Hosting the MID FPP would reinforce regional cooperation and contribute to advancing FPD, PBN implementation and air navigation capacity-building across the Middle East.

ICAO MID participated in the launch of the ACT-SAF feasibility study in Egypt, funded by the European Union.

The workshop, held on 12โ€“13 July, explored key aspects of Sustainable Aviation Fuels (SAF), including production pathways, certification, policy measures, and CORSIA reporting requirements.

The initiative will support the development of a comprehensive SAF feasibility study and roadmap for Egypt.
