It sure CAN !
Given the right bleach and tonality and using proper hair-care products...

Been away for a while but here to give you an exclusive tip:
Don’t use any Garnier products!!
They don’t care much about skin allergic reaction testings and lots of people have had major burns or other allergic reactions to their masks, facial wash or the peeling scrubs they sell.
