Over the years of working in community, I’ve often thought about the song NDN Kars by Keith Secola.

On the surface it’s about an old car and dusty road, but underneath it carries a much deeper story about mobility, safety, and the systems people navigate just to get where they need to go.

Early in my career as a driving instructor, an Elder trusted me with a story that fundamentally reshaped how I understand safety, not only inside the vehicle, but within the systems that structure how people enter public life.

I came across the grant from Canada Post that may be relevant to your community on his publication.

To our students, families, and community partners,

Today I want to speak directly to you with clarity and reassurance.

You may be hearing questions or uncertainty following a recent directive related to knowledge test preparation. I want to be very clear: you have done nothing wrong by coming together to study, to learn, and to support one another on the path toward becoming licensed drivers.

For many years, communities across this province have worked to remove barriers to driver licensing so that people can move safely, access employment, care for their families, and participate fully in today’s economy. That work has always been grounded in safety, responsibility, and care for one another.

Learning together is not something to fear. It is something to be proud of.

At All Nations Driving Academy, our purpose has always been to help create safer roads and stronger futures. Supporting learners as they prepare for their knowledge test using publicly available materials has been part of that commitment. This work has been carried out in good faith, with the well-being of students and communities at the center.

Please know this: your safety, dignity, and opportunity matter.

We are actively engaging with provincial leadership to seek clarity and to ensure that the pathways supporting learners remain fair, accessible, and reflective of the realities facing Indigenous and rural communities. These conversations are being approached thoughtfully and with the seriousness they deserve.

While policy discussions unfold, our commitment to you does not change.

You deserve to feel confident in your pursuit of a driver’s licence.

You deserve access to the knowledge and supports that help you succeed.

You deserve to participate fully in the economic and social life of your communities.

Moments of uncertainty can feel unsettling, but they can also be moments where leadership, partnership, and shared purpose become even more visible. We will continue to stand alongside you steady, focused, and committed to ensuring that progress toward equitable access is not lost.

After yesterday’s news release I thought deeply about what is at stake for road safety and Indigenous learners.

Who gets to move safely through the world and what does that reveal about the systems we’ve built?

After eight years working alongside Indigenous communities, I believe driver education is far more than a regulatory process. It is social infrastructure.

I’ve been reflecting on this and wrote a piece that explores what becomes possible when participation is designed into the system from the beginning.

This afternoon, ICBC issued this email to driving schools across the province.

It’s fascinating to me that schools would be certified to teach people in a car but not help them study for their learners license.

It’s also wild that this change in legislation was done without the consultation of Indigenous peoples or the driving industry.

Now for some legal context, because ICBC is not a federal Indian agent, they cannot dictate to Indigenous peoples on reserve what they do and the Motor Vehicle Act as we all know is not enforceable anyways.

This recent correspondence is a very public declaration as to the ongoing discrimination and fear of changing systems.

When I first started working on Haida Gwaii six years ago, I was shocked to learn of the lack of access to drivers licensing services.

At the time the examiner only visited twice a year and unless you had the money and time off work to go to Prince Rupert, you weren’t getting a license forcing many community members to drive unlicensed.

(There is still no BC Transit on Haida Gwaii).

This past year living on Haida Gwaii and personally navigating a Tsunami warning, I watched vehicles move into muster locations.

Quietly waiting …

I watched past students waiting in line at the gas stations and as I held my breath for what was my own anxiety ~

I held equal parts of gratitude and relief.

There were more drivers.

There was more capacity.

The same worries and concerns in your territory may apply to fire. It may apply to medical …

Over the next while I hope to share what I’ve seen, what I’ve learned and maybe more importantly what I’ve felt.

The work isn’t over.
