Finally The Changes Have Been Announced
Streamlining the GLP by removing the requirement for the second road test to obtain a Class 5 licence; Introducing a driving record assessment in place of the second road test and placing a new 12-month zero drugs or alcohol tolerance restricted period for new Class 5 licence holders that requires drivers to demonstrate safe driving behaviour to progress to a full Class 5 licence; The driving record assessment is an in-office assessment that checks for prohibitions, suspensions, and specific convictions within a defined period—24 months for under 25, 18 months if an approved course is completed, and 12 months for 25 and over—excluding 12-hour suspensions and 24-hour prohibitions. Creating a new shorter GLP pathway for drivers ages 25 and older to reduce barriers for people balancing work, family, and other responsibilities, which includes; shortening the learner phase from 12 to nine months; and reducing the novice phase from 24 to 12 months. Changing passenger restrictions to provide additional opportunities to practice driving; Lowering the supervisor age from 25 to 22 to help provide additional supervisors who may help new drivers get practice driving; and Lowering the age of consent for obtaining a driver’s licence from 19 to 18 to allow more young adults to apply for a licence independently.
Changes will be implemented on October 19th, 2026.
