There is a definate need for an investigation into the driver training industry in Fort St. John.

It is quite obvious I have been targeted for speaking out over very valid concerns and retaliated against for doing so.

I have a near perfect driving record with 44 years of driving experience, 11 years of driver training instruction and owning Elite Driver Training School.

I have taught over 1700 new drivers to be safe drivers on our streets and roads of British Columbia and from those students, drivers from all over Canada and 55 different countries of the world.

It is ironic, that a driving school instructor with such great accomplishments, great reputation and well respected in his profession is blamed 100% for committing crimes against those that I actually reported in being involved in the irregularities I have witnessed in the driver training industry. It's sad, I had to be a whistleblower, to do so.

Society is at a very low level, when the good in this world is considered bad, and the bad is considered good

The cirumstances I have had to face to live up to my human civic duty, sure has taught me lots about our society as a whole. It definately needs major, major, improvement and a complete overall!

ICBC Retaliation

I want the BC public, especially my area residents, know that David Rowell / Elite Driver Training School is innocent of all charges that are actually, retaliation tactics, that ICBC has directed my way that include, removal of my driver training licence and school licence, criminal harassment charges, fear to cause personal injury to persons and their property and multiple implied ticket violations.

This has been done by ICBC to make me look bad and responsible when ICBC is 100% the fault of the fraudulent practices that I reported. This is major crown corporation corruption.

This process may take longer now has I am seeking new legal representation.

This is an update to all that follow and support me.

Next court date for these fabricated charges ICBC devised against me for speaking up against the fraudulent and corrupt irregularities that I witnessed and reported will be on Feb 24, 2026. Not a hearing yet but just a pre-trial for the lawyers. I am contesting the Peace Bonds.

The fabricated criminal harassment charges were dropped due to the lies and manipulatation that were created to form them as there is no credible evidence.

The present Peace Bond charges and hearing is based on the same evidence of the criminal harassment charges, fabricated details.

ICBC and others that are involved, such as lawyers and RCMP have now boxed themselves into a corner. I'm innocent and they don't know how to try and prove me guilty so they don't have to take accountability.

ICBC is dragging this to the extreme now for their own protection.

What I reported to be irregularities and corruption is 100% true.

I am glad I believe in God and his Divine justice, because Divine Justice is prevailing and Truth always wins.

It's just pathetic that ICBC has penalized everyone in the area by shutting down the driving training and testing due to their own irregular actions.

I am looking forward to the beginning of ending this ICBC chaos on Feb 24th.

The Civilian Review and Complaints Commission for the RCMP have already been contacted with a complaint and due to irregularities within the court system itself, I am looking into complaints against the Fort St. John Crown Prosecution office and lawyers through the Adminstrative Crown Counsel and the Law Society of British Columbia.

This is a personal 2026 challenge that I am looking forward to successfully completing.

Put off for another week. No dates set for trial yet. Let's see what happens on Jan 15th. Dates are suppose to be set then.

Here at Elite Driver Training School's business page the intent of postings is not to vent but to state facts from my driving school and inform the public of what I have encountered from ICBC for speaking out against corruption in the driver training industry.

I'm now preparing for my provincial court date to face the individuals that have accused me and have had me charged with 3 counts of Fear of Personal Injury and Fear of Damage to Personal Property.

Two of these individuals I have never had any conversation or direct personal interaction with at all. Hearing dates, according to information from my lawyer, are to be set on Jan 08th.

The Criminal Harassment charges that were formerly laid have been conveniently dropped by the crown and now I am charged with the 3 counts as stated above.

To all that know me and I have taught in the course of driver training, and are aware of my character, can attests that this matter brought against me is a total frame-up by ICBC to cover up corruption and to avoid accountability for their actions.

I stand firmly in my conviction of standing up for what I believe in and I am expressing my belief and character in this song performed by Tom Petty. "I won't back down"
