As Paro transforms, the implementation of Local Area Plans (LAPs) is a crucial step in ensuring sustainable and organized growth.
What is a Local Area Plan (LAP)?
A Local Area Plan is a detailed, long-term statutory document that governs land use within a specific, identified boundary. It acts as a micro-level development map, guiding the physical transformation of that area—transitioning it from unregulated use (often agricultural) to a formal, planned urban structure.
What Happens During LAP Implementation?
This process involves:
Detailed Surveying:
Mapping all existing land parcels, features, and ownership.
Infrastructure Design:
Planning the exact layout of roads, water supply, sewage systems, electrical grids, and public amenities.
Land Pooling:
Property owners contribute a portion of their land (e.g., 20-30%) for public infrastructure (roads, parks), and in return, the value of their remaining land significantly increases due to access and services.
PARO LAP - THE LARGEST!
It represents one of the largest structural land-pooling and urban planning initiatives in Bhutan. The plan spans 36 LAPs across 36 square kilometers.
Nearly all major valley floor gewogs along the north-to-south Paro Chhu corridor fall under or directly border these LAP boundaries:
