Randall Children's Hospital at Legacy Emanuel Medical Center's annual Touch-A-Truck event is back! Bring the whole family for a free, all-ages event where kids can get an up-close look at emergency vehicles, learn safety tips and enjoy interactive activities with local community partners.

We've received a number of questions following yesterday's video of Deputy Hulsey rescuing a toddler from a hot vehicle. Many of you asked whether a citizen can legally break a vehicle window to rescue a child or animal in a similar situation.

Last year, House Bill 1046 was signed into law in Washington State, providing limited civil liability protections for individuals who act in good faith to rescue a vulnerable person or domestic animal from imminent danger inside a motor vehicle.

⚠️In general, the law allows a person to enter a vehicle to render aid when the following conditions are met:
• The vehicle is locked, or the person/animal cannot exit without assistance
• There is a good faith, reasonable belief of imminent danger of harm
• Law enforcement or 911 is notified before entry
• No more force than necessary is used to gain entry
• The person remains with the child or animal in a safe location near the vehicle until help arrives

The intent of the law is to protect individuals who act in good faith to save a life while ensuring actions remain reasonable and necessary under the circumstances.
