Brakes are the most important safety system on your car, and should not be subjected to the whims of loss leader marketing. At repair facilities that offer "free" inspections it's common practice not to pay the mechanic for the time spent inspecting, to reduce the cost of the marketing campaign. This often leads to an incomplete inspection.
