Arkansas law allows a driver who has already entered the intersection while waiting to turn left to finish the turn after the light changes, once opposing traffic clears, so the red truck appears to be fine. The second car, however, appears to still be behind the stopping point. If it had not entered the intersection before the light turned red, it should not have followed the truck through. At that point, it is entering the intersection on a red light.

When approaching a dual left turn, think ahead about where you need to go next. If a right turn is coming up immediately after the intersection, the outside turn lane is usually the better choice.

In this video, the vehicle in the inside turn lane completes the left turn, then immediately moves across into the outside lane to make a right.

Planning ahead avoids forcing a last second lane change and makes the whole situation easier for everyone. Fewer sudden moves, less braking, less confusion, and less hassle. Good driving is often just about being predictable and getting into the right lane before you need it.
