Jenni Ann Harmon was a 2006 graduate of Gilford High School. After graduating, she followed the vocation of serving others by registering for an EMT course with the Gilmanton Fire Department. On December 14th, 2006, she was driving to her final written exam, and was tragically killed after veering on a sharp turn. At only nineteen, she left behind deeply loving friends, mentors, and family. She was graciously certified posthumously by the GFD. The Harmon Family have helped graduating seniors of the Lakes Region pursuing education in emergency, medical, and public services with a scholarship since 2007. Lakes Region Scholarship Foundation has been working with local donors—businesses, community organizations, and families hoping to honor loved ones—to financially assist local students with higher education since 1956.

Jenni’s Ride is our yearly event to raise funds for the Jenni Ann Harmon Memorial Scholarship. The ride is an estimated 100 mile scenic loop around the Lakes Region with 1-2 stops along the way. We begin and end at the Belknap Sportsman’s Club in Gilford, NH, and a BBQ with raffles and silent auction will take place at the end, as well as a corn hole tournament for the chance at the 50/50 prize. Those who do not ride may still attend the BBQ and/or sign up for the tournament.

Ride Registration: 8-10am, $25 per person (kickstands up promptly at 10am)
BBQ and Tourney: 12pm
BBQ admission only: $15
Tournament entry: $25 per pair

Jenni loved motorcycles from the start. She loved to ride, and never missed a Laconia Bike Week since 1987. She also loved summers in the Lakes Region, and invited everyone for her annual birthday bash on July 31. As her family, we choose to keep the tradition going with this event on the weekend of her birthday every year. While our first hope is to generate attendance to celebrate Jenni, we also welcome donations from anyone who feels called to support our mission.

Federal Court Grants Preliminary Injunction on NH Vehicle Inspection Program: Repeal Halted For Now






We are writing to update members on the status of the New Hampshire vehicle inspection program following recent federal court action.



What happened

In late 2025, Gordon-Darby filed a federal lawsuit against the State of New Hampshire challenging the legislature’s repeal of the annual vehicle inspection program. The lawsuit does not concern the state’s contract with Gordon-Darby. Instead, it alleges that the repeal was implemented without first obtaining required approval from the U.S. Environmental Protection Agency (EPA), as mandated by the federal Clean Air Act.



Under the Clean Air Act, states must receive EPA approval before making certain changes to air pollution control programs, including vehicle emissions testing. Gordon-Darby argues that New Hampshire’s repeal of the inspection program violated these federal procedural requirements.



Court ruling
After a hearing on January 21, 2026, U.S. District Judge Landya McCafferty on Tuesday afternoon has granted a preliminary injunction in the case. This means the court has ordered that the repeal of the inspection program be temporarily paused while the lawsuit proceeds. In the ruling, McCafferty ordered NH “to take all steps necessary to resume and ensure the continued implementation and enforcement of the State of New Hampshire’s vehicle inspection and maintenance program”. She also stated that “the public has an interest in the continuation of an I/M program that the EPA deemed sufficient to assist New Hampshire in achieving applicable air-quality standards. The public also has an interest in the continuation of an annual safety inspection requirement that keeps unsafe vehicles off the roads”.



What the injunction means
As a result of the preliminary injunction:

The existing vehicle inspection program remains in effect
Annual safety and emissions inspections are still required and should be conducted responsibly in compliance with the laws & rules
Inspection stations should continue operating as usual
Inspection stickers remain mandatory, including beyond January 31, 2026
In practical terms, the injunction preserves the status quo and prevents the repeal from taking effect until the court resolves the underlying legal issues or the State gets a response from the EPA.



What happens next

The case will now continue through the federal court process. The preliminary injunction is not a final ruling on the merits of the case; rather, it is a temporary measure intended to prevent disruption while the court considers whether the state complied with federal law.

We will continue to monitor developments closely and provide updates as additional information becomes available. Members with questions about compliance or operational impacts should continue to follow existing inspection requirements unless and until further notice.



Member Reminder to Customers: NHADA members should inform their customers that, due to the current injunction, vehicle inspection requirements remain in effect. All vehicles are still required to comply with existing equipment standards and must have a valid, current inspection sticker.
