Kulevi Oil Terminal Is an oil and oil products transshipment terminal and port in Kulevi, built to the highest international standards.

Black Sea Terminal LLC is an oil and oil products transshipment marine terminal and port in Kulevi, built to the highest international standards. The Terminal was put into operation in May, 2008. The Terminal has modern infrastructure and its Integrated Management System is certified in ISO 9001, ISO 14001 and OHSAS 18001. There are 4 line Trestles which make possible the simultaneous discharge of

168 railway tank cars. The tank park consists of 16 reservoirs with total capacity 320 000 m3. For loading operations there are 2 berths receiving tankers with DWT 40000 and 100 000 tonnes. The loading performance is from 8 000 to 12 000 m3/h. Since June, 2012 startup of a newly built complex intended for transshipment of propylene has additionally increased the international significance of the Terminal. Kulevi Oil Terminal and Port is one of the new alternative ways of safe transportation of oil and oil products.

Occupation of Shusha

On 8th May 2019, 27 years have passed since the gravest of events marked in the history Susha tragedy had taken place.



Though years have passed, Azerbaijanians cannot forget the unexpected pain they had suffered on this day. It is the responsibility of each person to respect the memory of those who died in the Susha tragedy and once again recall the events that shook the life of the peace-loving people which can never be erased from their memory or life.



On this day, the employees of Black Sea Terminal organized a photo exhibition titled “Susha before and after occupation” in the Administrative building of the terminal dedicated to the people of Susha and bring back the memory of the tragic events of the day. Also employees had an opportunity to watch a documentary film made by Azerbaijanian filmatographist dedicated to the memory of this day. This was an opportunity for the employees to once again be informed about the historical events of the region and the aftermath of the occupation as well as to join the spirit of the Azeri people especially the people of Susha region.



It is necessary for the current society to be more active in the fight for peace and help those wounded in the war to be healed and return back to their homeland – honored city of Susha.

The largest of the Azerbaijanian population are eagerly and patiently waiting for the day when peace will be restored in their region of Susha.

Personal Accident Insurance

On March 7, 2018, the Parliament of Georgia issued a law pertaining to occupational safety. Under Section 5 of Article 5 of the new law, which became effective from January 1 of 2019, insurance from accident is mandatory for all personnel employed in jobs that are hazardous and dangerous.



Personal Accident Insurance provides complete financial protection to the insured employees against uncertainties such as accidental death, bodily injuries, and partial/total disabilities, permanent as well as temporary disabilities resulting from an accident.



Receiving, storing and the transshipment of oil and oil products is considered a hazardous field. As such, our company concluded a Personal Accident Insurance contract with the insurance company. Insurance from corporate accidents involves remuneration payments in case of accidental discharges within the preliminary limits.



We believe that our company will always respond to every challenge related to the improvement of the social conditions of our employees, as well as defend the requirements established by Georgian legislation.

Biological sewage treatment unit

At Black Sea Terminal, environmental awareness and protection is not only maintained inside the terminal, but is also considered to be of the utmost importance even within the vessels operating within the terminal. The sewage that is generated on the ship cannot be stored on the ship for a very long time and so it needs to be discharged. However, it cannot be discharged directly overboard, as there are international regulations to be followed while discharging sewage into the sea.



Sewage on the sea is generally waste that is produced from washing compartments, urinals and scuppers. So before discharging this sewage, it needs to be treated, as untreated sewage has solid particles which take a lot of time to disintegrate. When disposed of in the sea, this sewage absorbs an excessive amount of oxygen and thus, reduces the requisite amount of oxygen needed by fish and marine plants. For this reason, the Biological Sewage Water treatment unit has been installed on the Marian B vessel.



From the start of its operation, Black Sea Terminal has always been committed to preventing environmental pollution by utilizing environmentally friendly technologies. In fact, the aim of setting up this biological unit is to treat sewage waters up to the acceptable limits for discharging into the ambient waters. The equipment installed is in full compliance with the International Maritime Organization’s resolutions, as well as MARPOL requirements.

Meeting at the Ministry of Environmental Protection and Agriculture of Georgia

Recently, a meeting was held in Tbilisi between representatives of the Ministry of Environmental Protection and Agriculture of Georgia and Kulevi Oil Terminal.



Many topics were discussed, including the reduction of emissions from volatile organic compounds, the technical assistance provided for the improvement of waste management systems in Georgia and the strengthening of the administrative capacities of the Ministry of Environment and Natural Resources Protection of Georgia for the approximation and implementation of the EU environmental 'acquis' in the fields of industrial pollution and industrial hazards.



During the meeting, intensive discussions took place. It was mentioned that Kulevi Oil Terminal constantly implements activities that aim to protect the environment. And Kulevi Oil Terminal thanked all the representatives of the Ministry of Environmental Protection and Agriculture of Georgia for the kind words and noted that mutually beneficial cooperation between the ministry and the terminal will continue to develop with regularity.



At the end of the meeting, participants expressed their readiness to continue mutually beneficial cooperation in order to achieve the goals and priorities of future sustainable development goals.

Certification of Life Safety Equipment

The certification of all life safety equipment and materials enables BST vessels to be safer and more reliable, as their component parts conform to rigorous standards approved by international maritime regulations. Each vessel is provided with several pieces of life safety equipment and material. This equipment must be inspected, tested and verified on a regular basis. With this in mind, Black Sea Terminal has contracted a specialized company to undertake the inspection, repair, and certification of the life safety equipment on our hopper dredger – the Marian B.



The certification of this equipment covers important, life-saving items such as life buoys and jackets, life rafts, lifeboats, electrical protective equipment, immersions suits, first-aid kits, and firefighting equipment. All the defective or non-compliant equipment identified during the inspection have been removed and replaced with new well-functioning equipment. The certification also included the deployment of life boats and the inspection of lifting equipment and appliances.



All life safety equipment has been provided with validity certificates after completion of the planned inspection process in compliance with the International Maritime Organizations guidelines and resolutions.

Environmental Awareness and Waste Segregation Training and its Importance in the Oil and Gas Industry

In the oil and gas industry, environmental awareness and the segregation of waste has a very important role in minimizing environmental issues. These issues include habitat protection, biodiversity, air emissions, marine and freshwater discharge, incidents and oil spills and soil and ground water contamination.



Because this kind of training is important, training courses in environmental awareness for employees are conducted regularly at Black Sea Terminal. During the training courses, participants are familiarized with key environmental issues affecting the oil and gas industry, informed of the importance of being environmentally responsible, the necessity of each and every participant in managing environmental issues, environmental aspects and impacts, identification of activities that can cause air and water pollution, typical spill sources, the environmental effects of chemical discharge, sources and impacts of disturbance of the seabed by the oil and gas industry, activities that could generate waste and its segregation, ways in which the impact on the environment can be minimized and the role of each and every one in protecting the environment.



At the end of the training session, an assessment is conducted by the trainer to ensure that the participants understand the material and have working knowledge on the topic.



Through this training course, Black Sea Terminal increases awareness of important environmental issues and a greater understanding of, and commitment to the organization’s environmental program.

US Coast Guard visits Kulevi Port

As a part of BST’s integral yearly International Port Security Program, in March 2019 an annual inspection was conducted of Kulevi Port by senior management representatives of the US Coast Guard together with representatives of the Maritime Transport Agency of Georgia. The main purpose of the visit was to observe the level of security at Kulevi Port and recommend measures to strengthen the system.



At the start of the visit, a meeting was held with the participation of BST management members and Maritime Transport Agency of Georgia to discuss the various aspects of security. The recommendations presented by the US Coast Guard based on their findings from last year were discussed at the meeting. The International Ship and Port Facility Security (ISPS) Code is an amendment to the Safety of Life at Sea (SOLAS) Convention (1974/1988) on minimum security arrangements for ships, ports and government agencies. Having come into force in 2004, it prescribes responsibilities to governments, shipping companies, shipboard personnel, and port/facility personnel to "detect security threats and take preventative measures against security incidents affecting ships or port facilities used in international trade."



After the meeting, the US Coast Guard and Maritime Transport Agency representatives visited BST and the port itself. They also inspected the security points of the terminal.



During the site visit, they introduced the security and HSE procedures that are implemented at BST and Kulevi Port. These included the Terminal Entry Procedure, security regulations, and BST’s emergency response procedures and so on. The guests stated that the procedures and plans implemented were in compliance with international standards and appreciated that company management considers the issues of security and safety to be its highest priority.



As a result of these efforts, it is ensured that the security procedures and plans are always up to date and strictly followed, port facilities are always equipped with the necessary equipment and tools, the fire-fighting system is in proper working condition, the CCTV surveillance system is online and in proper condition and safety, restricted area and prohibition signs are always updated and in place.



The security of the port facility and Black Sea Terminal as a whole has been one of the most essential priorities over the years, and every suggestion and recommendation received in this direction provides a valuable opportunity to increase BST’s standards and is vital to further development.



BST management would like to express its appreciation to the US Coast Guard for their visit, which contributes to the sharing of good practices and experiences implemented in various countries throughout the world.

Safety Meetings

Black Sea Terminal is committed to protecting the health and safety of all its employees and making that our activities are not harmful to the environment and the greater community. Some of the methods we use to comply with these principles include maintaining an externally certified health, safety and environmental management system, the elimination of the hazards and practices that could cause accidents and injuries to personnel, complying with legal requirements and by providing training and resources to personnel so they can maintain a safe operating system.



One of the main methods in the implementation of the Safety Operation System (SOS) aside from regular training, is conducting safety meetings. Safety meetings are conducted on a regular basis where supervisors from all departments discuss various issues related to the SOS, best practices and safety culture. All departments within the BST conduct safety meetings on a weekly basis with the participation of HSE personnel. Supervisors conduct safety meetings with employees when they are first hired, when a new process or procedure is implemented and when a new or previously unrecognized hazard is identified. Additional topics discussed include discussions of safety observation cards, accidents/incidents, Issues related to health protection, various video material and HSE campaign materials. Safety meetings provide a great place for personnel to openly discuss health and safety issues perceived as a workplace hazard. Safety meetings are conducted with office and leadership personnel too. In addition to BST personnel, safety meetings are conducted with outside contractors as well.



All safety meetings are recorded and all issues raised are forwarded to the corresponding department for consideration and corrective actions.

Nowruz – the welcoming of the New Year, the vernal equinox, the awakening of nature, and a victory celebration of life-giving forces. It also has great significance related to the spiritual culture of the world, symbolizing renewal, prosperity goodwill and hope for the future.
It also symbolizes renewal, success and happiness in family, which is why this celebration is always accompanied with enormous positive energy and a bright future.

As always, each and every employee of our multicultural team at Black Sea Terminal shares this joy, warmth, and hope in a better future that is associated with Nowruz Bayram. On this day of celebration, every member of the BST family is acquainted with the significance, essence and tradition related to this holiday and each year BST management congratulates their employees on this day by providing them a special festive lunch.

It is also pleasure to mention the charity activities managed by the company during this time. Especially worth mentioning is the financial support provided to the beneficiaries of the NNLE Azerbaijani Council of elders of Georgia. They and their family members expressed their gratitude for the greater support and for the opportunity they have received, which has helped them overcome their problems – mainly among the elderly and disabled members. BST offers youth assistance

Black Sea Terminal is actively involved in a number of activities, especially those related to the development of education standards and youth physical fitness, as well as financing various interesting projects. This is based on the interest of the youth and how they can make proper use of their leisure time especially through sports activities needed for their physical and mental development.

As such, BST management is sponsoring the Kolkheti football club in the Khobi municipality, which is taking part in the Georgian football championship. But before that, the main problems and issues faced by the club and its members were carefully studied. This was a thrilling experience for the club members, fans, the children and especially our employees who live in the region and support their favourite football club and team.

Black Sea Terminal’s involvement in this project helped the Khobi municipality football club, improve their financial situation and their members. BST is always happy to support the population of the region and in the future, the company plans to carry out similar charities and fund a number of sociocultural and sporting projects and activities.

Black Sea Terminal observes the highest international standards. Many technologically advanced devices and pieces of equipment are used in the terminal’s technological processes. It is important to regularly inspect the devices and equipment for the most effective performance and integrity management.



Though equipment inspection and maintenance, our highly qualified personnel help to prevent equipment failure. This regime also helps to eliminate any problems with the terminal’s devices and equipment at an early stage of a failure, which could pose a threat to terminal operations.



Black Sea Terminal has been taking suitable proactive measures through the efficient planning and scheduling of maintenance activities to ensure and safeguard the continuity of operations. As each year passes, this process is becoming more inclusive, taking into consideration the experience and lessons learned from previous years and best practices. Black Sea Terminal has successfully developed and dynamically improved maintenance efficiency to achieve the company’s objectives and goals. We maintain an acceptable level of equipment health and performance for the entire period of terminal operations, which plays a key role in ensuring a high index of asset reliability and availability.



Every employee of Black Sea Terminal is motivated to develop themselves and become a more skilled and experienced professional. Job-specific refresher training is conducted on a regular basis for our skilled technicians to increase their competence and the plant reliability and to assure the required level of personnel qualification. The current Enterprise Resource Planning (ERP) software system provides the opportunity for effective planning of maintenance resources and helps to decrease the amount of unplanned maintenance work, backlogs and helps to increase the overall maintenance efficiency. 27 years since the Khojaly massacre

On February 26, all the Azerbaijanis from all over the world will pay homage to the memories of those killed in the city of Khojaly twenty-seven years ago. This genocide of the Azerbaijani people is one of the worst massacres recorded in history.



Besides claiming 613 innocent lives, about 25 children lost one of their parents and 130 others were completely deprived of their parents in the wake of this ethnic cleansing.



The genocide in Khojaly was not only perpetuated against the Azerbaijani people, but it was also a crime against humanity. This was an act which aimed to destroy people on ethnic grounds and is considered a breach of international law.



On this 27th anniversary of the massacre, millions of people inside and outside of Azerbaijan will honor the genocide victims' memories and this bloody page of Azerbaijan's history will be shared with future generations.



In observance of this terrible day, a photo exhibition was held for our employees, reminding us of the brutality that took place on this frightful day 27 years ago.



Kulevi Oil Terminal employees took part in the prayer ceremony dedicated to 27th anniversary of the Khojaly tragedy. The event was organized by the General Consulate of the Azerbaijan Republic in Batumi.
