26/08/2018

Millions of motorists may face the penalties if police chiefs adopt the zero-tolerance move. An official review into the current “buffer zone” is being launched. Drivers are currently given an excess leeway of 10 percent of the limit, plus two miles per hour, before fines are enforced.
That means a driver in a 30mph zone will only be fined once they reach 35mph.

But now national roads policing head, Chief Constable Anthony Bangham, has reportedly warned colleagues the present system encourages speeding. He reportedly writes in a report, seen by the Mail On Sunday: “We need to change our messaging and ensure greater consistency of approach when dealing with those who exceed the limit.” But other police bosses are believed to fear tougher rules would be difficult to enforce.
Police leaders are concerned there could be a public backlash if motorists feel they are being hit hard with fines.

And police resources across the country are also too stretched to ensure the new penalties are imposed, some police chiefs are said to believe. The new proposals would see drivers who go one mile per hour over the limit sent to a speed awareness course. But persistent offenders would be hit with a £100 fixed penalty notice and three points on their licence. Drivers who break the limit by more could get a court summons, larger fines or a driving ban In a paper written to the Chief Constables’ Council, Mr Bangham is reported to have pointed out that road fatalities rose four per cent in 2016 after years of decline. Speeding was a factor in 15 per cent of fatal crashed in 2015.

Mr Bangham said: “The existing speed enforcement guidance (in particular the now publicly stated 10% + 2 allowance) could in fact be encouraging driving at these more dangerous higher speeds rather than the actual speed limits. If properly understood and applied, the guidance may provide forces with the necessary flexibility but over time its rigid application and understanding are often misunderstood, with an expectation that the 'norm' is 'it is OK to speed’..”

Police bosses agreed to review the current guidelines.
A National Police Chiefs' Council spokesman said:"Officers have a range of options available to them when drivers are speeding and respond in a proportionate way based on the circumstances in each case. "Current speed enforcement guidelines for police set in 2011 are being reviewed looking at available evidence. "The findings of the review will be considered by all chief constables before any action is taken.

“There is no proposal for drivers to be prosecuted for driving one mile per hour over the speed limit - that would be neither proportionate or achievable.“ And they face 6.5 million parking tickets year Almost 6.5 million parking tickets could be handed to drivers in a year, it was claimed last night.

About 1.5 million vehicle-keeper records were requested by parking management firms in the first quarter of 2018/19, according to the RAC Foundation.

At the present 14 per cent year-on-year increase this means 6.44 million parking tickets will be issued in the current financial year, it said.

Parking companies obtain records from the Driver and Vehicle Licensing Agency to chase vehicle owners. Penalty charges can cost drivers up to £100.

Foundation director Steve Gooding said: "Motorists might well be asking what is going on when the number of records being sought by private parking companies has shot up yet again." The Government has committed to back a Private Member's Bill which would lead to the introduction of a code of conduct for private car park operators.

Sir Greg Knight's Parking Bill passed its committee stage in the Commons last month. Its next step is the Commons' report stage scheduled for November 23. Mr Gooding said: "Drivers will be pleased Sir Greg's Bill has cleared another parliamentary hurdle in the hope that it won't be too long before some muchneeded regulatory oversight is brought to bear on the industry."

Here we have a gold/beige 2001 Hyundai Santa Fe First registered on 26.09.2001. As you can see from the photographs the vehicle is in good condition. However there is a fault with the transmission.
Engine size on this vehicle is 2.7lt V6 and is in excellent running order. Demand is responsive with lots of power. There are no engine oil leaks, the car starts first time and the engine runs smoothly.
The transmission is automatic all wheel drive (4X4). The gearbox is leaking transmission fluid, because of this drive is lost both forwards and backwards. as this is the case the vehicle is being sold as spares or repairs. The reason for the leak has not been investigated.
The vehicle comes equipped with power steering, air conditioning, remote central locking, electric windows etc. All electrical items are in good working order. The upholstery is leather and has no tears is very good condition. Four new tyres have recently been fitted.
The coachwork is as seen in the photographs and is above average for the year. There are minor age related scratches as would be expected on a car of this age.
The car has a current mot which is valid until July 2016. The MOT certificate is not available. However below is a summary of the current and all previous MOT's.
Mileage is currently 59000 miles and is genuine.
Mileage is supported by MOT archives listed below.
All documents are available, this include the logbook only.
This vehicle was in use as recently as a week ago. The previous owner stopped using the vehicle due to the gearbox issue. The logbook shows one previous owner and no expense was spared on maintenance. The engine is spot on with no hint of misfire. In my opinion it will be worth while carrying out repairs as the mileage is extremely low on a vehicle of this calibre. If you prefer not to take this route, as the engine has such low mileage the vehicle could be used as a donor vehicle for one that requires an engine. The vehicle will be sold complete and will not be broken. You will require a trailer or recovery vehicle to transport the vehicle away.
