(Learner Driver – L)
Introduction
Driving is a skill that requires gradual learning, continuous practice, and experience gained over time.
The following chart presents statistics of drivers in the state of Victoria, Australia, between 2015 and 2020 who were involved in casualty crashes.
This chart clearly illustrates the level of risk at different stages of learning to drive, from obtaining a learner’s permit to achieving a full driver’s licence.
1. Learner Driver Stage (L)
During this stage, which lasts for at least one year, the driver is always supervised by an instructor or an experienced supervisor.
Statistics show that the number of crashes during this stage is very low.
The main reasons are the direct supervision of the learner, limited exposure to high-risk driving environments, and the natural caution that learners show when driving under supervision.
2. First Probationary Stage (P1 – Red Licence)
After obtaining the probationary (P1) licence, drivers begin driving independently for the first time.
At this point, the crash rate rises sharply, reaching its highest level across the entire learning process.
This stage is considered the most dangerous period for new drivers.
The increase in crashes is mainly due to a combination of limited experience and overconfidence, which can lead to poor decision-making and risky behaviour on the road.
3. Second Probationary Stage (P2 – Green Licence)
After about one year of independent driving, the driver progresses to the P2 stage.
At this point, driving skills, road awareness, and the ability to make safe decisions gradually improve.
As a result, the number of crashes decreases steadily.
Drivers in this stage gain more experience in handling hazards and tend to drive more cautiously.
4. Fully Licensed Driver Stage (Grey)
After completing the learner and probationary stages, the driver obtains a full licence.
In this phase, the number of crashes remains at a low and stable level.
This reflects increased skill, maturity, and a greater tendency to follow road rules and drive safely.
Conclusion
According to the data presented, the highest crash risk occurs during the first year after obtaining a licence, when drivers begin to drive independently with limited experience.
As time passes and experience grows, the likelihood of crashes significantly decreases.
Therefore, continuous education, focused practice, and strict adherence to road safety rules play a crucial role in reducing road accidents, especially among newly licensed drivers.
